Job Overview: The Programme Development and Quality Manager plays a crucial role in providing strategic leadership and management oversight for DRC’s sectoral work in Ethiopia. This position is responsible for leading program development and business development initiatives, as well as monitoring the quality and outcomes of DRC’s work. The role requires close collaboration with the Head of Program to maintain relationships with key stakeholders and donors, ensuring that programs are designed and delivered in an integrated manner with a strong focus on Gender and Inclusion. The position also involves contributing to the overall strategy setting of the country office and decision-making on key priorities. The Programme Development and Quality Manager is expected to lead the development of contextualized Theory of Change (TOC) for the country office and ensure that programming aligns with DRC’s Global Response Framework, emphasizing timely and quality emergency responses and strengthening local systems.
Duties and Responsibilities: The main duties and responsibilities of the Programme Development and Quality Manager include:
Strategic Direction: Collaborate with the Head of Programme to develop and implement the country programme strategy, ensuring coherent sectoral strategies support a shared vision.
Quality and Impact: Lead continuous quality assurance and outcome monitoring of DRC Ethiopia and partners’ work, developing program quality standards and tools.
Leadership and Management: Manage a team of technical coordinators and specialists, ensuring alignment with strategic objectives and fostering collaborative relationships across programs.
Staff Capacity Building: Identify technical capacity gaps and deliver structured training and mentoring to field teams.
Innovation: Identify opportunities for innovative work in program development and quality.
Other: Coordinate with Grants and Partnership teams to support proposal development processes and participate in the management of DRC Ethiopia as part of the Extended Senior Management Team.
Required Qualifications: Candidates must possess proven professional technical experience that demonstrates the ability to fulfill the responsibilities of the role. This includes a minimum of 3 years of experience in inclusive systems work, particularly in fragile contexts or protracted crises. Strong technical expertise in Gender Equality and Social Inclusion (GESI) is essential, along with considerable experience in at least two of DRC’s core sectors. A proven track record in business development, budget development, project cycle management, and Monitoring, Evaluation, Accountability, and Learning (MEAL) is also required. Candidates should have experience coordinating with national partners, local governments, and other stakeholders, and must demonstrate strong organizational skills and attention to detail.
Educational Background: A Master’s degree in law, social sciences, international development, or a related field is required for this position. Additional certifications or licenses relevant to the field of humanitarian work or program management may be advantageous.
Experience: The position requires a minimum of 3 years of relevant professional experience, particularly in inclusive systems work within fragile contexts or protracted crises. Candidates should have a strong background in GESI and a proven track record in business development and project management.
Languages: Fluency in both verbal and written English and Amharic is mandatory. Proficiency in regional languages is considered an asset, enhancing communication with local communities and stakeholders.
