Job Overview: The Supply Associate position is crucial for the effective management of logistics and supply chain operations within the UNHCR Rwanda project. The incumbent will be responsible for providing logistical support to ensure the safe and dignified return of Rwandan refugees from the Democratic Republic of the Congo (DRC) and assisting Congolese refugees in their voluntary repatriation. This role involves close collaboration with various UNHCR units, implementing partners, and government counterparts to facilitate transportation and reintegration assistance for returnees. The Supply Associate will be tasked with analyzing transportation needs, optimizing load plans, and ensuring cost-effective transport solutions. The position requires a proactive approach to fleet management, including monitoring vehicle utilization, compliance with UNHCR policies, and managing storage of goods according to best practices. The successful candidate will play a key role in supporting the overall objectives of the UNHCR in the Great Lakes region, contributing to peacebuilding and social cohesion efforts.
Duties and Responsibilities: The Supply Associate will undertake a variety of tasks, including:
Receiving and assessing transportation needs for returnees and asylum seekers, calculating load plans, and ordering buses for transport from border points to transit centers.
Developing efficient road network designs and transport plans for relocating returnees and refugees from transit centers to their places of origin and refugee camps.
Analyzing the existing fleet using the Peak-of-Peak method to ensure alignment with operational needs for delivering protection and assistance to persons of concern (POC).
Providing periodic in-depth analysis and reports on fleet management, including vehicle tracking and accident reporting.
Monitoring fuel consumption and producing monthly reports and analyses.
Managing the storage of goods according to UNHCR rules and regulations.
Coordinating supply activities with UNHCR partners and contractors, ensuring adherence to relevant rules and procedures.
Identifying and managing risks while seeking opportunities that impact objectives in the area of responsibility.
Raising risks, issues, and concerns to supervisors or relevant colleagues. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess a minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include the ability to work in geographically diverse teams, a high degree of integrity, and advanced skills in Excel. Desirable qualifications include knowledge of fleet management software, transport management, and logistics. Experience in supply chain management and procurement is also considered an asset.
Educational Background: The educational background required for this position includes a High School Diploma or a Bachelor’s degree in fields such as transport management, logistics, supply chain management, business administration, commerce, or economics. Completion of UNHCR learning programs or specific training relevant to the functions of the position, such as the Supply Chain Learning Programme (SCLP), is considered an asset. Additional training in UN procurement and logistics, such as IAPSO and UNPD, is also beneficial.
Experience: The position requires a minimum of 3 years of relevant experience in logistics and supply chain management. Candidates with 2 years of relevant work experience combined with a Bachelor’s degree or higher will also be considered. Experience in transport management and knowledge of fleet management systems are highly desirable.
Languages: Fluency in spoken and written English and Kinyarwanda is mandatory for this position. Knowledge of French is considered an asset, enhancing communication capabilities within the diverse operational environment of UNHCR.
Additional Notes: This position is based in Karongi, Rwanda, and is not remote. The contract duration is from November 2025 to December 2026, with the possibility of renewal. The position is classified at the LICA6 level, corresponding to G6, indicating a mid-level role within the organization. The successful candidate will be expected to work full-time and may be required to engage with various stakeholders, including government entities and partner organizations, to fulfill the responsibilities effectively.
