Job Overview:
The GHS Technical Officer for Zambezia Province will play a pivotal role in coordinating technical leadership and support for the implementation of EpiC Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) activities at the provincial level. This position is crucial for ensuring that health initiatives align with provincial priorities and are executed effectively. The officer will work closely with the Provincial Health Directorate (DPS) or Provincial Services for Health (SPS) to facilitate collaboration among various stakeholders, including provincial authorities, district teams, and EpiC subpartners. The role involves overseeing project activities related to disease surveillance, outbreak response, infection prevention and control (IPC), and health emergency management, all while promoting a One Health approach. The officer will also provide mentorship to government counterparts, ensuring that decisions made in technical workshops are operationalized effectively.

Duties and Responsibilities:
The Technical Officer will be responsible for coordinating the implementation of all EpiC GHS technical activities in Zambezia Province, ensuring that these activities are executed in a timely manner according to approved workplans and budgets. Key responsibilities include leading interventions to support DPS/SPS staff in operationalizing surveillance integration activities, coordinating multi-sectoral One Health engagements, facilitating the establishment of provincial technical working groups (TWGs), and supporting preparedness and response efforts through simulation exercises and rapid response training. The officer will document implementation progress, maintain communication with national EpiC GHS technical staff, and represent EpiC GHS in various provincial coordination platforms. Additionally, the officer will mentor provincial and district surveillance staff, help identify gaps in data or surveillance systems, and facilitate peer learning and feedback discussions.

Required Qualifications:
Candidates must possess a solid understanding of public health systems and experience in implementing health security interventions at the provincial or district levels. Technical familiarity with disease surveillance, outbreak response, IPC, or health emergency response is preferred. Proficiency in organizing, analyzing, and interpreting health data using tools like Excel and DHIS2 is essential. Candidates should demonstrate the ability to coach health staff in data utilization for planning and decision-making, as well as possess strong coordination and facilitation skills. Excellent interpersonal, analytical, and problem-solving skills are required, along with proficiency in Microsoft Office and digital reporting tools.

Educational Background:
A Bachelor’s degree in public health, data sciences, or a related field is required, along with at least 7 years of relevant experience. Alternatively, a Master’s degree with at least 5 years of experience is acceptable. Additional training in disease surveillance, outbreak response, or IPC is considered an asset. Proven experience in implementing and coordinating health programs at the provincial or district level in Mozambique is necessary, as well as experience engaging with provincial health authorities and facilitating multi-sector coordination meetings.

Experience:
Candidates should have a minimum of 7 years of relevant experience with a Bachelor’s degree or 5 years with a Master’s degree in public health or related fields. Experience in implementing health programs at the provincial or district level in Mozambique is crucial, along with demonstrated experience in mentoring or coaching government staff to strengthen institutional capacity. Prior experience in USAID, CDC, or donor-funded health programs is preferred.

Languages:
Fluency in Portuguese is mandatory, while proficiency in English is preferred. This language requirement is essential for effective communication with local authorities and stakeholders.

Additional Notes:
The position is based in Zambezia Province, with regular travel required for district supervision and coordination visits.
