Job Overview: The Supply ChainCoordinator plays a crucial role in supporting the logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations of the DRC's emergency response in Central Darfur, Sudan. This position is primarily focused on ensuring efficient and effective logistics implementation, which includes international procurement from neighboring countries and the management of supply chain functions. The coordinator will work closely with the Supply Chain Manager to facilitate the smooth running of departmental operations, ensuring compliance with DRC's internal procedures and donor requirements. The role also involves implementing audit recommendations related to logistics and procurement, thereby contributing to the overall strengthening of the supply chain functions. The coordinator will be responsible for assisting in international procurement, customs clearance, and warehouse management, ensuring that all logistics operations are conducted efficiently and effectively.
Duties and Responsibilities: The Supply Chain Coordinator will have a diverse set of responsibilities, including:
Procurement Coordination: Collaborate with program teams and assist the Supply Chain Manager in planning and executing national, regional, and international procurement. Liaise with local authorities to secure necessary import permits for supplies and equipment entering Sudan.
Emergency Procurement: Assist in planning emergency procurement activities, drafting procurement plans, and ensuring compliance with DRC's Operations Handbook and donor requirements.
ITB Management: Lead the procurement process from drafting ITB documentation to final delivery, including managing analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and contract awards.
Supplier Development: Work on developing sustainable procurement practices and establishing purchasing agreements for key program items.
Cross-Border Supply Chain Management: Participate in logistics forums, liaise with local authorities for duty exemption permits, and maintain updated cross-border procedures.
Inventory and Warehouse Management: Ensure compliance with inventory management practices, assess storage capacity, and provide training to staff on stock management.
Fleet Management: Oversee the registration, maintenance, and insurance of DRC vehicles, ensuring effective fleet management practices.
Asset Management: Support compliance with asset management procedures, ensuring all assets are properly tagged and reported.
DRC Dynamics ERP System: Ensure proper application of supply chain processes within the ERP system to enhance supply chain performance.
Required Qualifications: Candidates must possess a Master’s Degree in Logistics and Supply Chain Management, Business Administration, or a related field. A minimum of three years of experience in humanitarian logistics management is required, with a focus on Supply Chain Management, Fleet Management, Asset Management, and Distribution Support. At least two years of experience in people management is essential. Candidates should have proven management and supervision skills, be team players, and demonstrate a commitment to accountability practices. Proficiency in MS Word and Excel, as well as experience with ERP systems, is necessary. Familiarity with standard procurement procedures, construction project management, and auto mechanics or electrical installations is advantageous. Experience working in an (I)NGO context is preferred, along with strong analytical and conceptual skills.
Educational Background: The educational background required for this position includes a Master’s Degree in Logistics and Supply Chain Management, Business Administration, or a related field. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage supply chain operations in a humanitarian context.
Experience: The position requires a minimum of three years of relevant experience in humanitarian logistics management, specifically within the fields of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support. Candidates should also have at least two years of experience in managing teams and working with service providers and contractors in emergency or conflict settings. Proven management and supervision skills are critical for success in this role, as well as a stable and robust character to navigate the challenges of working in a humanitarian environment.
Languages: Full professional proficiency in English is mandatory for this position. Knowledge of Arabic is considered an added advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of logistics operations in Sudan.
Additional Notes: The contract for this position is initially for four months, with the possibility of extension based on funding availability and performance. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for International staff or under the terms of employment for National Staff in Sudan. This position is graded at NM G, and the start date is immediate. The duty station for this role is Nertiti, Central Darfur, and the successful candidate will report directly to the Supply Chain Manager.
