Job Overview:
The Country Operations Head position is a critical role within the Armenia Resident Mission (ARRM) of the Central and West Asia Department (CWRD) at ADB. The individual in this role will be responsible for assisting the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in managing operations effectively within the resident mission. This includes overseeing country programming, business planning, quality assurance, and portfolio monitoring. The Country Operations Head will coordinate operations services for project teams and ensure that the country portfolio aligns with ADB's strategic objectives. The position requires a proactive approach to managing relationships with government stakeholders and development partners, ensuring that projects are designed and implemented to meet local needs and ADB's priorities. The role also involves leading the country portfolio performance review and providing high-level guidance on operational issues, compliance with ADB policies, and project management.

Duties and Responsibilities:
The duties and responsibilities of the Country Operations Head include leading the country portfolio performance review, managing and reporting on sovereign and non-sovereign operations, providing guidance on operational issues, and actively participating in operations and portfolio networks. The individual will oversee project-related communication with government and stakeholders, consult with clients to resolve issues, and support the Country Director in ensuring that project implementation arrangements are contextually appropriate. Additionally, the Country Operations Head will guide sectors in project design, oversee country programming, maintain pipelines, liaise with development partners for co-financing opportunities, and provide inputs into the Country Partnership Strategy. The role also involves supporting the preparation of the Resident Mission's work plan, organizing operational capacity development for staff and clients, and managing team performance through mentoring and feedback.

Required Qualifications:
Candidates for the Country Operations Head position must possess a Master's Degree in engineering, finance, economics, business administration, or related fields. Alternatively, a university degree in these areas combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 12 years of relevant professional experience in managing projects, portfolios, and pipelines within development institutions. International experience in development across multiple countries is essential, along with proven management and leadership qualities, cultural sensitivity, and technical experience in key sectors of ADB operations.
