Job Overview: The Support Service Officer plays a crucial role in the efficient management of various support functions at the field level, including finance, administration, human resources, supply chain, and premises management. This position is vital for ensuring compliance with DRC’s policies and procedures, as well as supporting the Emergency Response (ER) Manager in enhancing internal controls and accountability. The officer will be involved in both emergency response initiatives and longer-term operations in Dollo Ado and surrounding areas, making it essential for the candidate to be adaptable and proactive in their approach to support services. The role demands a high level of organization and the ability to multitask effectively under pressure, ensuring that all support functions are executed efficiently and in alignment with DRC’s mission and values.
Duties and Responsibilities: The Support Service Officer will be responsible for a comprehensive range of duties, including but not limited to:
Finance: Ensure timely and accurate payment processing for vendors, staff, and casual workers, maintaining updated cash books and performing regular bank reconciliations. Lead cash counts and process staff advances, ensuring proper documentation and timely clearance. Support the preparation of monthly financial reports and assist in audits, ensuring compliance with tax, pension, and statutory deductions. Maintain an organized filing system for financial documents.
Human Resources: Support recruitment processes, maintain staff records, and coordinate payroll inputs. Ensure compliance with HR policies and facilitate staff inductions and orientations. Manage correspondence with the Country Office HR team and ensure staff are registered with the government pension scheme.
Administration: Oversee office utilities, manage lease agreements, and ensure a functional work environment. Coordinate meetings and travel logistics, ensuring adequate supplies for operations.
Warehouse/Premises Support: Collaborate with the Supply Chain team for stock management and conduct periodic checks of premises and supplies. Ensure proper documentation of inventory forms and contracts.
Procurement: Manage procurement activities, ensuring compliance with DRC and donor regulations. Maintain a tracker for all procurement requests and participate in budget holder meetings to provide updates on procurement activities. Ensure accurate filing systems for supply chain activities and process payments for completed goods and services in a timely manner.
Required Qualifications: Candidates must possess a minimum of 3 years of relevant work experience in finance, administration, and HR roles, preferably within an NGO or emergency context. A strong understanding of accounting principles and financial regulations is essential, along with familiarity with ERP systems such as DYN. Proficiency in Microsoft Office, particularly Excel, is required. Candidates should also have a solid understanding of Ethiopian labor law and administrative procedures, with experience in HR practices and logistics being desirable. Strong organizational and interpersonal skills are crucial, as is the ability to multitask effectively under pressure.
Educational Background: A university degree in Accounting, Business Administration, Human Resources, or a related field is required for this position. Additional certifications or licenses relevant to finance or human resources would be advantageous and may enhance a candidate's application.
Experience: The position requires a minimum of 3 years of relevant experience in finance, administration, and human resources, ideally within the context of an NGO or emergency response setting. Candidates should demonstrate a strong knowledge of accounting principles, financial regulations, and familiarity with ERP systems, as well as experience in HR practices and logistics.
Languages: Fluency in spoken and written English is mandatory for this position. Proficiency in additional languages such as Somali and Affan Oromo is preferred and would be considered an asset, enhancing communication with local stakeholders and communities.
Additional Notes: The contract for this position is for a duration of 7 months, classified as a National Contract under Band H2 – Non-Management. The designated duty station is East Borena, with an expected start date as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
