In Ukraine, NRC has been active since 2014, significantly scaling up its response following the escalation of conflict in February 2022, and has supported close to 300,000 people through various interventions including legal aid, protection, education, shelter, water and sanitation, livelihoods, and cash assistance.
Job Overview: The Cash and Markets Project Manager will play a crucial role in overseeing multi-sectoral cash assistance interventions and ensuring the effective implementation of projects in alignment with NRC’s strategic objectives and standards. This position requires a highly qualified and resilient professional who can manage a team, oversee project cycles, build capacity, and ensure the safe and equitable delivery of cash assistance to households in need. The role involves contributing to the development of country and area cash strategies, managing project implementation, and ensuring that the projects target the most vulnerable participants. The Cash and Markets Project Manager will also be responsible for consolidating cash assistance interventions in line with NRC’s priorities and guidelines, ensuring high technical quality and compliance with donor requirements.
Duties and Responsibilities: The Cash and Markets Project Manager will be responsible for a variety of duties including: contributing to the development of country, area, and cash strategies; initiating and participating in the development of relevant cash projects; managing the Cash team; coordinating and managing the implementation of multi-sectoral cash assistance projects, including activities, budget, and documentation; ensuring that projects target the most vulnerable participants; implementing technical direction and ensuring high technical quality of projects; ensuring capacity building of project staff and transferring key skills; and consolidating the multi-sectoral cash assistance intervention in line with NRC’s priorities and standards. The role also requires the manager to explore and assess new and better ways to support beneficiaries, ensuring that the cash assistance is delivered safely and equitably.
Required Qualifications: Candidates must possess a minimum of 5 years’ experience in program management, with a strong preference for experience in digital systems and implementation. They should have a proven track record of working in complex and volatile contexts, knowledge of cash and markets programming, and documented results related to the responsibilities of the position. Strong leadership skills, budget development and tracking experience, and fluency in English (both written and verbal) are essential. Candidates should also demonstrate high-level communication, interpersonal, representation, and negotiation skills, as well as the ability to work closely with field-based national staff and experience in various staff training and development approaches.
Educational Background: A relevant educational background is required for this position, typically including a degree in a field related to humanitarian assistance, social sciences, or a similar discipline. Advanced degrees or specialized training in cash programming or project management may be advantageous.
Experience: The position requires candidates to have substantial experience in program management, particularly in humanitarian contexts. Experience with digital systems and data-driven decision-making is strongly preferred, as well as familiarity with humanitarian programming and cash transfer mechanisms. Candidates should have a proven ability to collaborate across multiple functions and work effectively with operational subject matter experts and technical resources.
Languages: Fluency in English is mandatory, both written and verbal. Additionally, knowledge of Ukrainian or Russian is required, as it is essential for effective communication within the local context. Proficiency in other languages may be considered an asset but is not mandatory.
Additional Notes: This position is based in Kyiv, Ukraine, and is offered as a fixed national contract for 12 months, with the possibility of extension. The role may require travel of up to 30%. The salary is classified as grade 8 on NRC’s salary scale, with accompanying terms and conditions.
