Job Overview: The Protection Monitoring Specialist will lead the implementation and strategic development of DRC’s protection monitoring program in Syria. This role involves designing and updating methodologies aligned with DRC’s Protection Analytical Framework, overseeing data collection and analysis, and producing actionable protection information to inform programming and advocacy. The Specialist will also build the capacity of DRC and partner field teams, ensuring ethical data handling and integrating monitoring with M&E frameworks. By continuously analyzing the protection environment, the Specialist will identify protection risks and trends, contributing to evidence-based protection responses and strategic planning. The position requires collaboration with various stakeholders and a commitment to ethical practices in data management and protection monitoring.
Duties and Responsibilities:
Design a protection monitoring methodology appropriate for prioritized risk patterns and locations, in line with DRC’s global Protection Monitoring Guidance.
Develop, update, and roll out data collection tools and methodologies, ensuring alignment with ethical data collection standards.
Implement capacity-building plans and training for protection staff and partners on ethical and protection principles.
Collaborate with the Information Management Specialist to develop and maintain DRC Syria’s protection information management system.
Ensure timely and ethical data collection and sharing, clarifying data as needed and triangulating information for reliability.
Lead data analysis and produce regular protection reports highlighting key risks and trends.
Conduct field visits for quality assurance of data collection processes.
Review data collection methodologies and improve tools and systems in collaboration with the Protection Coordinator and MEAL teams.
Monitor contextual developments to propose new thematic areas of focus. 1
Produce thematic reports to inform response and strategic priorities. 1
Support dissemination of findings to stakeholders, ensuring materials are updated and accessible. 1
Track referrals of individuals with specific protection needs to relevant services. 1
Collaborate with other sectors to integrate protection monitoring into multisectoral assessments. 1
Lead capacity development on Protection Information Management and ethical data practices. 1
Contribute to advocacy efforts and donor reporting, ensuring protection monitoring findings inform funding priorities. 1
Represent DRC in inter-agency protection coordination mechanisms and undertake other relevant tasks as requested.
Required Qualifications:
Minimum 4 years of practical experience in protection working for an INGO in research or protection monitoring.
Excellent knowledge of research/protection monitoring methodologies and experience in developing data collection tools.
Proven experience in protection analysis and ability to synthesize information.
Familiarity with international human rights, law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, and regulatory frameworks for internal displacement.
Demonstrable experience producing protection reports under tight deadlines using qualitative and quantitative methodologies.
Proficiency in Microsoft Office Suite and familiarity with data analysis applications.
Excellent organizational skills and attention to detail.
Educational Background: Relevant university degree in law, psychology, social work, international development, or equivalent professional qualification is required for this position.
Experience: A minimum of 4 years of practical experience in protection, specifically in research or protection monitoring within an international non-governmental organization (INGO) is essential. The candidate should have a strong understanding of protection analysis and the ability to interpret and synthesize complex information effectively.
Languages: Fluency in English is mandatory, and native proficiency in Arabic is required for this position. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The contract length is until 30 June 2026, with the possibility of renewal based on performance and funding availability. This position is classified as Non-Management – G2 level.
