Job Overview:
The Senior Health and Nutrition Recovery Consultant will provide strategic leadership and technical guidance to the Health and Nutrition section in the State of Palestine. This role involves conducting post-crisis Damage Needs Assessments and developing recovery strategies, including support for pooled funding mechanisms. The consultant will work closely with external partners to design and implement early and long-term recovery plans, ensuring that the needs of children are emphasized in health and nutrition recovery assessments. The position requires a strong focus on health systems, integrated nutrition, and the transition from humanitarian to recovery programming, with an emphasis on multi-sectoral linkages and comprehensive recovery proposals.

Duties and Responsibilities:
The consultant will be responsible for leading health and nutrition assessments, coordinating with various stakeholders to identify capacity gaps, and formulating consensus on primary health care (PHC) priorities. Duties include conducting bottleneck analyses, developing modular health and nutrition recovery proposals, advising UNICEF on programming opportunities, and ensuring that recovery plans are comprehensive and responsive to funding opportunities. The consultant will also represent UNICEF in external forums and contribute to the overall strategy for health and nutrition recovery in the region.

Required Qualifications:
Candidates must possess an advanced university degree in Public Health, Public Health Care, or a relevant technical field. A minimum of ten years of professional experience in public health care with integrated nutrition, health systems, and health financing is required. Experience in representing technical positions to senior humanitarian and development partners, as well as proven experience in transitioning from humanitarian to recovery programming, is essential. Strong leadership, management skills, and the ability to work effectively in a multicultural environment are also necessary.

Educational Background:
An advanced university degree in Public Health, Public Health Care, or another relevant technical field is required for this position. This educational background is crucial for understanding the complexities of health and nutrition systems and for effectively contributing to recovery strategies.

Experience:
The position requires a minimum of ten years of professional experience in public health care, particularly in integrated nutrition and health systems. Candidates should have experience in representing technical and strategic positions in health to senior humanitarian and development partners, as well as a proven track record in transitioning from humanitarian to recovery and development programming. Experience in conducting multistakeholder post-crisis recovery assessments is considered an asset.

Languages:
Fluency in English is mandatory for this position. Knowledge of another UN language is considered an asset and may enhance a candidate's qualifications for the role.

Additional Notes:
The position is a consultancy role, and individuals engaged under this contract will not be considered staff members under UNICEF's regulations. The selected candidate will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the contract duration. Additionally, candidates must confirm their fully vaccinated status against COVID-19 with a WHO-endorsed vaccine before starting the assignment, although this does not apply to remote consultants.
