UNRWA operates in five areas: Jordan, Lebanon, Syria, the West Bank, and the Gaza Strip, and aims to help these refugees achieve their full potential in human development while awaiting a just resolution to their plight. The agency is the largest UN operation in the Middle East, employing over 30,000 staff members and is funded almost entirely through voluntary contributions from UN member states, regional bodies, business foundations, and individual donations. Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position involves providing direct supervision of guard forces services at the respective Area Office and facilities. The incumbent will report to the Chief Area Office (CAO) and receive technical guidance from the National Security Officer at the Field Security and Risk Management Office (FSRM). The role requires assisting in the development and implementation of security risk management processes and security plans, ensuring compliance with established security policies and procedures, and managing security access control procedures and systems. The Security Officer will also be responsible for conducting security assessments, preparing and coordinating security briefings and training for personnel, advising on security-related responsibilities, and maintaining positive relationships with local authorities. The position demands a proactive approach to monitoring the local security situation and responding to security incidents effectively.
Duties and Responsibilities: The incumbent will assist the Chief of Area Office in developing and implementing security risk management processes and security plans. They will manage security access control procedures and systems, conduct periodic security assessments, and ensure effective guard force provisions. The Security Officer will prepare and provide security briefings and training for personnel, advise on the acquisition and inventory control of security-related equipment, and respond to security incidents, ensuring timely completion of Security Incident Reports. They will maintain constructive relationships with local security authorities and monitor the local security situation, providing regular updates to the CAO and National Security Officer. Additional duties may be assigned by the supervisor as necessary.
Required Qualifications: Candidates must possess a valid driving license and demonstrate a willingness to work beyond regular hours and respond to emergencies. They should have excellent communication and negotiation skills, sound judgment, and problem-solving abilities. A good working knowledge of Microsoft Office and strong report writing skills are also essential. The position requires at least two years of experience in security, with practical knowledge of the UN and formal training in security and safety measures being desirable. Proven ability to conduct training is also a plus.
Educational Background: A first university degree from an accredited educational institution in security and risk management, political or social science, criminal justice, international relations, business management, or related fields is required for this position.
Experience: Candidates should have at least two years of responsible and relevant work experience in security, disaster, or emergency settings, with security responsibilities in either the public or private sector. Experience in a corporate environment is also acceptable. The role requires a strong background in security management and the ability to handle various security-related challenges effectively.
Languages: For this position, proficiency in English and Arabic is required. According to the UN Language Framework, candidates must demonstrate at least Level II proficiency in reading, writing, listening, and speaking in English, and Level I proficiency in Arabic. Knowledge of French is considered an asset but is not mandatory.
Additional Notes: This position is a Fixed Term Appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The monthly basic salary is USD 1,259.40, payable in Jordanian Dinar at the UN monthly exchange rate. Additional benefits include a Provident Fund contribution, dependency allowances, 30 days of annual leave, compulsory medical insurance, sick leave, maternity leave, and paternity leave. The vacancy is open to internal candidates only, and preference will be given to registered Palestine refugees and candidates who assist the Agency in achieving gender parity. Applicants must reside in West Bank or Jerusalem and have authorization to work in the duty station at the time of application.
