In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

Job Overview: The National Consultant for Women's Economic Empowerment will play a crucial role in supporting the UN Women Iraq Country Office in its mission to enhance women's economic empowerment in Iraq. This position involves conducting a comprehensive scoping exercise to identify collaboration opportunities with national partners, particularly the National Development Institute for Women (NDIW), the Higher Council for Women’s Development (HCWD), and other relevant governmental bodies. The consultant will engage with various stakeholders, including line ministries and institutions, to ensure that the scoping exercise is aligned with the Iraqi context and government policies. The consultant will be responsible for evidence gathering, policy and program mapping, data analysis, and stakeholder identification, which will directly inform the design of the Women’s Economic Empowerment (WEE) program. The consultant will work under the supervision of the UN Women Representative and report to the Programme Specialist, ensuring structured engagement with relevant institutions and stakeholders.
Duties and Responsibilities: The consultant's duties will include conducting a comprehensive mapping of government strategies, plans, and sectoral priorities related to women's employment and economic empowerment. This involves identifying ongoing government programs that focus on women's economic empowerment, mapping donor-funded initiatives, and identifying entry points for collaboration. The consultant will coordinate with national women's machineries and governmental stakeholders to gather institutional priorities and review existing documents related to WEE. Additionally, the consultant will compile and synthesize statistics on women's labor force participation and relevant sectoral data, providing analytical inputs for the WEE program design. The consultant will also support the organization of consultation meetings, prepare meeting notes, and produce reports that synthesize findings and recommendations for the WEE program.
Required Qualifications: Candidates must possess a Master’s degree in economics, public policy, development studies, gender studies, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least five years of relevant work experience in economic analysis, project design, policy design, or research focused on Women’s Economic Empowerment. Proficiency in computer skills, internet communication, and MS Office is essential. Experience working with government institutions in Iraq is desirable, as is prior work on gender-responsive programming or donor-funded development programs.
