Job Overview:
The Project Officer for Durable Solutions will play a crucial role in the implementation of the ILO's initiatives aimed at addressing the labor market impacts of forced displacement, particularly in Lebanon and Syria. This position involves providing technical guidance on monitoring and evaluation (M&E) systems, ensuring effective data collection, analysis, and reporting for project activities. The incumbent will work closely with the Project Manager and other stakeholders to align project activities with the broader goals of the ILO and its partners. The role requires a strong understanding of labor market dynamics, particularly in the context of displacement, and the ability to develop and implement strategies that enhance resilience and promote decent work opportunities for both refugees and host communities. The Project Officer will also be responsible for maintaining compliance with EU reporting standards and ensuring that project activities are aligned with the ILO's policies and procedures.

Duties and Responsibilities:
The incumbent will assist in the implementation of the project by planning, monitoring, and evaluating project activities. Key responsibilities include coordinating monitoring, reporting, and data consolidation for the Joint EU Programme on Durable Solutions in Lebanon and Syria, ensuring compliance with EU reporting standards, visibility requirements, and audit expectations. The Project Officer will maintain and update the programme’s results framework, including indicator tracking tables and monitoring tools, and support country teams in applying these tools consistently. Additionally, the role involves ensuring coordination and complementarity with PROSPECTS in the Arab States, promoting linkages, and sharing best practices across initiatives. The incumbent will work closely with implementing partners to collect, verify, and validate project data, ensuring accuracy and reliability. Other duties include preparing consolidated inputs for EU progress reports, supporting the review and quality assurance of implementing partners’ reports, and conducting monitoring missions as needed. The Project Officer will also contribute to capacity-building activities by developing training materials and facilitating sessions on monitoring tools and reporting standards.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in economics, development studies, social sciences, management, or a relevant field. Alternatively, a first-level university degree (bachelor’s or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. The role requires at least five years of professional experience in programme or project design, management, monitoring, and evaluation. Prior experience with UN and international organizations is highly advantageous, particularly in contexts related to forced displacement. Direct experience in coordinating and implementing evaluations is also highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s or equivalent) in relevant fields such as economics, development studies, social sciences, or management. A first-level university degree (bachelor’s or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is essential for understanding the complexities of labor markets and the socio-economic factors affecting displaced populations.

Experience:
The position requires a minimum of five years of professional experience in programme or project design, management, monitoring, and evaluation. Candidates with experience in UN and international organizations, particularly in contexts related to forced displacement, will be given preference. Experience in coordinating evaluations and implementing monitoring frameworks is also highly desirable, as it demonstrates the candidate's ability to manage complex projects effectively.

Languages:
Excellent knowledge of English is mandatory, while good knowledge of Arabic is considered an advantage. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation related to the project.

The position is a fixed-term contract for two years, with the possibility of extension subject to the availability of funds and satisfactory performance.
