Job Overview:
The position involves conducting a diagnostic assessment of the current situation regarding access to genetic and biochemical resources in El Salvador. The consultant will be responsible for analyzing existing frameworks, identifying gaps, and providing recommendations to improve access to these resources. This role is crucial for ensuring that genetic and biochemical resources are utilized effectively and sustainably, contributing to the overall development goals of the country. The consultant will work closely with various stakeholders, including government agencies, local communities, and international organizations, to gather data and insights necessary for the assessment. The assignment is expected to last for a maximum of three months, during which the consultant will need to deliver a comprehensive report outlining the findings and recommendations based on the diagnostic assessment.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current legal and institutional frameworks governing access to genetic and biochemical resources in El Salvador.
  • Identify key stakeholders involved in the management and utilization of these resources, including government bodies, NGOs, and local communities.
  • Gather and analyze data on the current state of access to genetic and biochemical resources, including barriers and challenges faced by various stakeholders.
  • Develop a set of recommendations aimed at improving access to these resources, ensuring that they are used sustainably and equitably.
  • Prepare and present a comprehensive report detailing the findings of the diagnostic assessment, including actionable recommendations for policymakers and stakeholders.
  • Facilitate workshops or meetings with stakeholders to discuss findings and gather feedback on proposed recommendations.
  • Ensure that all work is conducted in accordance with UNDP's policies and guidelines, maintaining high standards of integrity and professionalism throughout the assignment.

Required Qualifications:
  • Proven experience in conducting assessments or research related to genetic and biochemical resources, biodiversity, or related fields.
  • Strong understanding of the legal and institutional frameworks governing access to genetic resources, particularly in the context of El Salvador or similar countries.
  • Excellent analytical skills, with the ability to synthesize complex information and present it clearly.
  • Strong communication and interpersonal skills, with experience working collaboratively with diverse stakeholders.
  • Familiarity with UNDP's policies and procedures is an advantage.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master's degree or higher in a relevant field such as environmental science, biology, biochemistry, law, or a related discipline is required. Additional certifications or training in biodiversity management or genetic resource governance would be considered an asset.

Experience:
A minimum of 5 years of professional experience in research, consultancy, or project management related to genetic and biochemical resources, biodiversity, or environmental policy is required. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable.

Languages:
Fluency in Spanish is mandatory, as the work will be conducted in El Salvador. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders. Knowledge of other languages relevant to the region would be an advantage.

Additional Notes:
This position is classified as an Individual Contractor (IC) role, and the contract will have a maximum duration of three months. The consultant will be expected to work full-time during this period, with flexibility in terms of location within El Salvador. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's remuneration policies.
