Job Overview:
The Finance Specialist position is crucial for overseeing financial operations in Turkey, specifically focusing on partnership financial management and ensuring compliance with Turkish payroll, taxation, and legal requirements. This role is designed to ensure that financial processes are efficient and compliant with both donor and organizational guidelines, while also aligning with Turkish financial regulations. The Finance Specialist will play a key role in balancing financial support to partners with adherence to legal obligations, and will be responsible for driving financial capacity-building efforts by ensuring compliance with the finance chapters of DRC’s Operations Handbook. The position has a country focus, contributing to the implementation of localization strategies through financial partnership management and monitoring tasks, which are translated into actionable plans and day-to-day responsibilities. Additionally, the role provides legal compliance support and technical guidance to country operations, overseeing various activities within the country.

Duties and Responsibilities:
The Finance Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: overseeing financial monitoring of partners, ensuring accurate review, verification, and booking of expenses in Dynamics; providing technical support for partners to enhance compliance with DRC and donor financial guidelines; assisting the Finance Manager with financial assessments for partners and implementing capacity-building strategies; organizing monthly and bimonthly meetings for budget follow-up reports; managing partner instalments to ensure efficient use of funds; reviewing and reconciling partner expenses for compliance with organizational and donor policies; ensuring partner-related financial documentation aligns with audit requirements; monitoring payment folders for compliance with Turkish labor and trade laws; assisting with project, statutory, and government audits; collaborating with the HR Department on Social security" style="border-bottom: 1px dotted #007bff !important;">Security Institution (SSI) requirements; maintaining communication with the CPA regarding changes in Turkish laws; supporting procurement processes; leading the CPA's monthly visit for legal compliance; preparing monthly budget follow-up files; and acting as a backup for team members on Dynamics modules.

Required Qualifications:
To qualify for the Finance Specialist position, candidates must possess a bachelor's degree in Finance, Accounting, or relevant fields, with a master's degree considered an asset. Additionally, candidates should have a minimum of 3 years of practical experience in financial management, with at least 2 years of experience in an NGO setting focusing on partnership financial oversight and legal compliance. Proven experience within an NGO Finance Department is essential, along with advanced proficiency in Excel and experience using Dynamics or similar financial systems. A strong knowledge of Turkish labor, trade laws, and tax regulations is also required, as well as the ability to manage relationships with partners, donors, and local authorities to ensure financial compliance.

Educational Background:
Candidates must have a bachelor's degree in Finance, Accounting, or a related field. A master's degree in a relevant discipline will be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of 3 years of practical experience in financial management, with at least 2 years specifically in an NGO context focusing on partnership financial oversight and legal compliance. This experience should demonstrate a strong understanding of financial processes and compliance requirements within the NGO sector.

Languages:
Full professional proficiency in English and Turkish is mandatory for this position. This proficiency is essential for effective communication with partners, donors, and local authorities, ensuring that all financial compliance matters are addressed appropriately. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract length for this position is until December 31, 2026, with the possibility of extension based on fund availability and performance. The position is classified under Band G – Non-Manager, and the designated duty station is the Country Office located in Gaziantep. The start date for this role is as soon as possible.
