Job Overview: The National Consultant on Civil Law and Law No. 6284 will play a crucial role in developing self-paced online training modules for lawyers and trainee lawyers in Türkiye, focusing on women's access to justice and the legal framework surrounding violence against women and girls. This position is part of the 'HER RIGHTS' project, which aims to establish a training standard for legal professionals engaged in legal aid and private practices. The consultant will draft content related to Law No. 6284 and the Turkish Civil Code, ensuring that the training modules align with international and national legal frameworks. The consultant will work closely with national consultants, the UN Women team, and the Union of Turkish Bar Associations to ensure the quality and relevance of the training materials. The consultant will also be responsible for evaluating the learning outcomes of the modules and ensuring that the content is effectively integrated into the Learning Management System of the UTBA. This position requires a strong understanding of civil law, particularly in relation to ending violence against women and girls, and the ability to collaborate with various stakeholders to achieve project objectives.
Duties and Responsibilities:
Draft content on Law No. 6284 and Turkish Civil Code provisions on ending violence against women and girls, focusing on key legal matters such as preventive and protective measures, divorce, custody, guardianship, and compensation.
Develop evaluation and assessment questions to measure learning outcomes of the training modules.
Provide technical support to ensure that Law No. 6284 and civil law considerations are integrated across all training modules.
Collaborate with service providers to ensure the quality assurance of content conversion into the UTBA Learning Management System.
Review and validate the conversion of written materials into self-paced e-learning modules, ensuring accuracy and pedagogical quality.
Participate in consultations with national consultants and the Project Team to align module contents with national legal frameworks.
Ensure timely completion of all mandatory UN training courses and submit certificates to the supervisor.
Required Qualifications:
A first-level university degree in law is required.
An advanced (master’s) degree in family law, civil law, gender studies, or a relevant field is required.
A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
A minimum of 2 years of demonstrated professional and/or academic research experience in women's access to justice in the context of violence against women and girls is required with a Master’s degree.
With a Bachelor’s degree, 4 years of relevant experience is required.
Proven experience in developing and/or facilitating trainings, seminars, or workshops related to civil law responses to violence against women is highly desirable.
Experience in developing knowledge products, such as online training modules, is highly desirable.
Demonstrated experience in collaborating with government or civil society stakeholders in the justice sector is desirable.
Proficiency in using computers and Office software packages (MS Word, Excel, etc.) is required.
Educational Background:

Payments will be made on a monthly basis, based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Specialist. The consultant is required to complete all mandatory UN training courses and submit certificates to the supervisor.
