Job Overview: The National Consultant will contribute to the development of training module content for lawyers and trainee lawyers in Türkiye, focusing on human rights law obligations related to ending violence against women and girls (EVAW). This role is part of the 'HER RIGHTS' project, which aims to establish an in-service training standard on EVAW for legal professionals. The Consultant will work closely with other national consultants, the UN Women team, and the Union of Turkish Bar Associations (UTBA) to formulate, refine, and finalize the module content. The position requires technical expertise in the design and implementation of training modules, ensuring alignment with international human rights standards and national legal frameworks, particularly Law No. 628
The Consultant will draft content on international human rights law applicable to Türkiye, develop written training materials, and prepare evaluation questions to measure learning outcomes. The role also involves providing technical support to ensure human rights obligations are integrated across all modules and ensuring quality assurance of content conversion into the UTBA Learning Management System (LMS).
Duties and Responsibilities:
Draft content on international human rights law applicable to Türkiye in the field of ending violence against women and girls and Law No. 6284 on the Protection of Family and Prevention of Violence against Women. Develop written training content tailored for lawyers and trainee lawyers, focusing on human rights law obligations relating to EVAWG in Türkiye. Reference key legal instruments including CEDAW and Law No. 628
Prepare evaluation and assessment questions to measure learning outcomes of the modules.
Provide technical support to the Project to ensure human rights obligations are streamlined across all modules. Participate in consultations with national consultants and the Project Team to ensure key human rights learning objectives are integrated.
Collaborate with service providers responsible for transferring written content into the UTBA LMS. Review and validate the conversion of written materials into self-paced e-learning modules, ensuring accuracy and pedagogical quality. Payments will be made monthly based on approved deliverables. The total duration of the contract is 20 working days until April 30, 202
This is a home-based assignment with no travel arrangements foreseen.
Required Qualifications: A first-level university degree in law is required. An advanced (master’s) degree in human rights law, public law, human rights law, or gender studies is required. A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. Proven experience in developing and/or facilitating trainings, seminars, or workshops related to legal responses to violence against women is highly desirable. Experience in developing knowledge products, such as online training modules, is also highly desirable. Demonstrated experience in collaborating with government or civil society stakeholders engaged in the justice sector is desirable. Experience in using computers and Office software packages is required.
Educational Background: A first-level university degree in law is required. An advanced (master’s) degree in human rights law, public law, human rights law, or gender studies is required. A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
Experience: A minimum of 2 years of demonstrated professional and/or academic research experience in the area of women’s access to justice in the context of violence against women and girls is required with a Master’s degree. With a Bachelor’s degree, 4 years of relevant experience is required. Proven experience in developing and/or facilitating trainings, seminars, or workshops, including the design of learning evaluation tools, relating to legal responses to violence against women is highly desirable.
Languages: Fluency in English and Turkish is required.

The Consultant must complete all mandatory UN training courses on time and submit certificates to the supervisor. Payments will be made monthly based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Specialist.
