Job Overview: The National Consultant on EVAW in law" style="border-bottom: 1px dotted #007bff !important;">Criminal Law will play a crucial role in developing training modules aimed at enhancing the capacity of lawyers and trainee lawyers in Türkiye regarding women's access to justice, particularly in the context of ending violence against women and girls (EVAWG). This position is part of the 'HER RIGHTS' project, which seeks to establish a standard for in-service training on EVAW for legal professionals. The consultant will be responsible for drafting content related to criminal law processes and provisions concerning EVAWG, ensuring that the training materials align with both international and national legal frameworks. The consultant will work closely with various stakeholders, including the Union of Turkish Bar Associations, to ensure that the training modules are comprehensive and effective in addressing the needs of legal professionals in this area. The consultant will also be involved in quality assurance processes to ensure that the content is accurately converted into e-learning modules.
Duties and Responsibilities:
Draft content on Criminal Law processes and provisions related to ending violence against women and girls, focusing on the Turkish Criminal Code and Criminal Procedure Code. This includes developing training materials that address EVAW-related crimes, victims' rights, and the linkages between Law No. 6284 and the Criminal Code.
Prepare evaluation and assessment questions to measure learning outcomes of the training modules.
Provide technical support to ensure that criminal law considerations are integrated across all training modules.
Collaborate with service providers to ensure the accurate conversion of written content into the UTBA Learning Management System (LMS).
Review and validate the e-learning modules to ensure they meet pedagogical quality standards.
Participate in consultations with national consultants and the Project Team to align module contents with national legal frameworks.
Required Qualifications:
A first-level university degree in law is required. An advanced (master’s) degree in criminal law, public law, or a relevant field is preferred. A first-level university degree in law combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Demonstrated expertise in criminal law, particularly in relation to EVAWG and women's access to justice.
Proven experience in designing and developing training content, including legal modules and evaluation tools, targeting legal professionals.
Strong knowledge of Türkiye’s normative and operational frameworks on EVAWG, including Law No. 628
Excellent analytical and writing skills, with the ability to produce clear and concise documents.
Educational Background: A first-level university degree in law is required. An advanced (master’s) degree in criminal law, public law, or a relevant field is required. A first-level university degree in law, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 2 years of demonstrated professional and/or academic research experience in the area of women’s access to justice in the context of violence against women and girls is required with a Master’s degree. With a Bachelor’s degree, 4 years of relevant experience is required. Proven experience in developing and/or facilitating trainings, seminars, or workshops, including the design of learning evaluation tools, relating to criminal law responses to violence against women is highly desirable.
Languages: Fluency in English and Turkish is required.

Payments will be made on a monthly basis, based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Specialist. The Consultant shall complete all mandatory UN training courses and submit certificates to the supervisor.
