Job Overview:
The National Consultant on Local Green Economy Analysis and Development will play a crucial role in analyzing and developing strategies for promoting a green economy at the local level in Ukraine. This position is home-based but requires visits to specific regions, namely Chernihivska and Volynska oblasts. The consultant will be responsible for conducting comprehensive analyses of local economies, identifying opportunities for green initiatives, and developing actionable plans to foster sustainable economic growth. The consultant will work closely with local stakeholders, including government entities, community organizations, and businesses, to ensure that the strategies align with local needs and capacities. The assignment is expected to last from January 2026 to May 2026, spanning a period of up to four months, during which the consultant will be expected to deliver high-quality outputs that contribute to the overall objectives of the UNDP in promoting sustainable development in Ukraine.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting thorough assessments of local economic conditions and environmental impacts; engaging with local stakeholders to gather insights and foster collaboration; developing a comprehensive analysis report on the current state of the local economy and its potential for green development; formulating strategic recommendations for local governments and organizations to implement green economy initiatives; facilitating workshops and training sessions to educate stakeholders on green economy principles and practices; monitoring and evaluating the progress of implemented strategies; providing ongoing support and guidance to local partners throughout the assignment; and preparing final reports and presentations summarizing findings and recommendations for UNDP and local stakeholders.

Required Qualifications:
Candidates must possess a strong background in economics, environmental science, or a related field. A proven track record in conducting economic analyses, particularly in the context of sustainable development, is essential. The consultant should have experience working with local governments or community organizations, demonstrating the ability to engage effectively with diverse stakeholders. Strong analytical and problem-solving skills are required, along with excellent communication and presentation abilities. Familiarity with the principles of green economy and sustainable development practices is highly desirable, as is experience in project management and implementation.

Educational Background:
A minimum of a Master's degree in economics, environmental science, sustainable development, or a related field is required. Additional certifications or training in green economy practices or project management will be considered an asset. Candidates should have a solid understanding of local economic development issues and the challenges faced by communities in transitioning to a green economy.

Experience:
The ideal candidate should have at least 5 years of relevant professional experience in economic analysis, sustainable development, or a related field. Experience working in Ukraine or in similar contexts is highly advantageous. The consultant should have a demonstrated ability to manage projects effectively and deliver results within specified timelines. Previous experience with UN agencies or international organizations will be considered a plus.

Languages:
Fluency in English and Ukrainian is mandatory, as the consultant will be required to communicate effectively with local stakeholders and prepare documents in both languages. Knowledge of additional languages relevant to the region may be considered an advantage, enhancing the consultant's ability to engage with a broader audience.

Additional Notes:
This position is classified as a national consultant role, and the work will be conducted on a part-time basis, with specific deliverables expected throughout the assignment period. The consultant will be compensated according to UNDP's established rates for individual contractors, and the contract duration is set for four months, from January 2026 to May 202
