DRC's activities encompass various sectors such as non-food item distributions, shelter, water, sanitation and hygiene (WASH), protection, education, livelihoods, and mine risk education, with services provided through community centers.

Job Overview:
The Legal Aid Officer position is a critical role within the Danish Refugee Council's protection team in Syria. Reporting directly to the Protection Team Leader and receiving technical supervision from the Legal Aid Specialist, the Legal Aid Officer is tasked with delivering direct legal assistance, counseling, and information to individuals and communities in need. This role involves supporting the implementation of legal aid activities, contributing to legal analysis, and ensuring the provision of high-quality legal services while upholding protection standards. The Legal Aid Officer will also play a vital role in developing and disseminating legal information materials, strengthening legal referral pathways, coordinating with partners and authorities, and contributing to legal advocacy efforts, particularly for at-risk groups. The position requires a proactive approach to staying informed about legislative, administrative, and policy developments in Syria that affect legal status, identity, civil documentation, family law, housing, land and property rights, labor law, and other relevant topics. The Legal Aid Officer will engage with crisis-affected individuals and groups, providing them with essential legal information about their rights and responsibilities, and assisting them in navigating legal processes and obtaining necessary documentation. This role is essential for promoting access to justice and advocating for the rights of vulnerable populations.

Duties and Responsibilities:
The Legal Aid Officer will be responsible for a comprehensive set of duties, including but not limited to: staying updated on legislative and policy developments in Syria related to legal status and identity, civil documentation, family law, housing, land and property rights, labor law, and other relevant topics; monitoring the legal environment to identify recurring legal protection challenges or violations of rights, reporting findings to the line manager and Legal Specialist, and identifying opportunities for improvement or intervention; providing legal information to crisis-affected individuals through individual and group sessions, particularly regarding housing, land, and property rights; supporting individuals in understanding legal processes and procedures for accessing civil documentation; assisting clients in obtaining necessary legal documentation such as birth and marriage certificates; ensuring fair treatment and access to justice for clients in compliance with national and international law; analyzing potential violations of rights within legal and administrative processes and advocating for necessary mitigation of barriers; advocating for the rights of at-risk individuals and groups; supporting the training of DRC protection staff and relevant stakeholders on legal issues; developing legal information and awareness materials tailored to affected communities; promoting peaceful coexistence through legal mediation and alternative dispute resolution; implementing legal aid Standard Operating Procedures (SOPs); initiating linkages with other legal aid service providers for referrals; and upholding principles of confidentiality and ethics throughout program implementation.

Required Qualifications:
Candidates for the Legal Aid Officer position must possess a minimum of 3 years of proven professional experience in Syria providing legal services, ideally with a focus on at-risk clients and refugees. A strong understanding of the national legal, policy, and administrative frameworks, along with their practical application and challenges related to internally displaced persons and refugees, is essential. Experience with NGO Legal Aid Programming, including legal representation, counseling, and awareness raising, is required. Candidates should have experience interacting with judicial, security" style="border-bottom: 1px dotted #007bff !important;">security, and administrative authorities, as well as a good understanding of humanitarian principles. The ability to conduct trainings on legal matters, experience in internal and external representation, and demonstrated intercultural sensitivity are also important. Excellent interpersonal and communication skills, strategic thinking, and the ability to quickly develop insights into the conflict and human rights situation in Syria are necessary for this role. Experience working in partnership with national/local NGOs and civil society organizations is essential.

Educational Background:
The position requires a university degree in Syrian Law. A specialization in international human rights law and/or international refugee law is desirable, as it will enhance the candidate's ability to navigate the complexities of legal issues faced by refugees and internally displaced persons in Syria.

Experience:
The ideal candidate should have a minimum of 3 years of relevant professional experience in providing legal services in Syria, particularly to at-risk clients and refugees. This experience should include a solid understanding of the national legal frameworks and practical challenges faced by vulnerable populations, as well as familiarity with NGO legal aid programming.

Languages:
Fluency in English is mandatory, while native proficiency in Arabic is also required. These language skills are essential for effective communication with clients and stakeholders, as well as for the development of legal materials and advocacy efforts.

Additional Notes:
The contract for this position is expected to last until May 2026, and it is classified as a non-management level position (H2). The location of the job is in Homs, Syria, and the expected start date is as soon as possible.
