Job Overview:
The National Consultant position is focused on providing support to develop Schemes of Recruitment and Human Resources (HR) Rules for the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) staff in Sri Lanka. The consultant will be responsible for analyzing existing recruitment processes and HR policies, identifying gaps, and proposing improvements to enhance the efficiency and effectiveness of CIABOC's human resource management. This role requires a deep understanding of HR practices, particularly in the context of public sector organizations, and the ability to tailor solutions that align with CIABOC's objectives. The consultant will work closely with CIABOC and UNDP to ensure that the developed schemes and rules are compliant with national laws and regulations, as well as international best practices. The position is home-based with the possibility of meetings in Colombo, and it is expected to last for 50 days over a four-month period from December 2025 to March 2026.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a comprehensive review of CIABOC's current recruitment processes and HR policies.
  • Identifying strengths and weaknesses in the existing systems and proposing actionable recommendations for improvement.
  • Developing detailed Schemes of Recruitment that outline the procedures, criteria, and standards for hiring CIABOC staff.
  • Drafting HR Rules that govern the management of human resources within CIABOC, ensuring alignment with national labor laws and UNDP guidelines.
  • Collaborating with CIABOC officials and UNDP project staff to gather input and feedback throughout the development process.
  • Preparing and presenting reports on findings and recommendations to stakeholders.
  • Providing training and capacity-building support to CIABOC staff on the new recruitment schemes and HR rules.
  • Ensuring that all deliverables are completed within the specified timeline and meet quality standards.

Required Qualifications:
The required qualifications for this position include:
  • A strong background in human resources management, public administration, or a related field.
  • Proven experience in developing HR policies and recruitment frameworks, preferably within the public sector.
  • Familiarity with anti-corruption measures and governance issues in Sri Lanka.
  • Excellent analytical and problem-solving skills, with the ability to propose practical solutions.
  • Strong communication and interpersonal skills to effectively engage with stakeholders.
  • Proficiency in using HR management software and tools is an advantage.

Educational Background:
Candidates should possess at least a Master's degree in Human Resources Management, Public Administration, Business Administration, or a related field. A professional certification in HR management would be an added advantage. The educational background should reflect a solid understanding of HR principles and practices, particularly in the context of public sector organizations.

Experience:
The position requires a minimum of 5 years of relevant experience in human resources management, with a focus on recruitment and policy development. Experience working with government agencies or international organizations, particularly in the area of anti-corruption or governance, is highly desirable. The consultant should have a track record of successfully implementing HR initiatives and a deep understanding of the challenges faced by public sector organizations in Sri Lanka.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Additionally, proficiency in Sinhala and/or Tamil is highly desirable, as it will facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.
