Job Overview:
The position of National Technical Assistance in the Development of a Strategic Plan involves providing expert guidance and support in formulating a medium-term financing strategy for climate change initiatives in Venezuela. This role is crucial for the implementation of the Country Programme of the Green Climate Fund in the Bolivarian Republic of Venezuela. The selected contractor will be expected to engage with various stakeholders, including government agencies, civil society, and international partners, to ensure that the strategic plan aligns with national priorities and international commitments. The contractor will also be responsible for conducting assessments, facilitating workshops, and drafting reports that outline the strategic direction and financing mechanisms necessary for effective climate action.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of the current climate financing landscape in Venezuela, identifying gaps and opportunities for investment.
  • Collaborate with national and local stakeholders to gather input and ensure the strategic plan reflects the needs and priorities of the country.
  • Develop a detailed medium-term financing strategy that outlines specific actions, timelines, and responsible parties for implementation.
  • Facilitate stakeholder workshops and consultations to validate the strategic plan and gather feedback.
  • Prepare and present reports and documentation that summarize findings, recommendations, and the proposed strategic plan.
  • Monitor and evaluate the implementation of the strategic plan, providing ongoing support and adjustments as necessary.
  • Ensure compliance with UNDP policies and procedures throughout the project lifecycle.

Required Qualifications:
  • Proven expertise in climate finance, environmental policy, or related fields.
  • Strong analytical skills with the ability to synthesize complex information into actionable strategies.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with UNDP processes and procedures is an advantage.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A minimum of a Master’s degree in Environmental Science, Public Policy, Economics, or a related field is required. Additional certifications or training in climate finance or project management will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in climate change, sustainable development, or related fields is required. Experience working with international organizations, government agencies, or NGOs in a similar capacity is highly desirable. Proven track record of developing strategic plans or financing strategies will be an advantage.

Languages:
Fluency in Spanish is mandatory, as the position requires extensive communication with local stakeholders. Proficiency in English is desirable, as it may be necessary for reporting and collaboration with international partners.

Additional Notes:
The assignment period for this position is 6 months. This is a contract position under the Individual Contractor modality. The contractor is expected to work full-time and may be required to travel within the country as needed. Compensation will be based on the contractor's experience and qualifications, in accordance with UNDP's policies.
