Job Overview: The ICT Officer position is crucial for the establishment and implementation of Information and Communication Technology systems and procedures within the newly formed Area Office North - East (AONE) in Kharkiv, Ukraine. This role involves managing the ICT infrastructure to ensure it operates efficiently and effectively, supporting the organization's mission to assist displaced individuals. The ICT Officer will be responsible for providing timely end-user support, ensuring that all hardware, software, and network resources are available and functioning according to NRC's policies and standards. The position requires proactive engagement in the development and improvement of ICT tools and systems, as well as training NRC staff on the effective use of these technologies. The planned start date for this position is February 2026, and it is essential that candidates have the legal right to work in Ukraine, as the organization cannot provide work permits or visa sponsorships.
Duties and Responsibilities: The ICT Officer will have a comprehensive set of responsibilities that include: ensuring adherence to NRC policies and guidelines; providing support for internet connectivity in the Area Office and field offices; implementing procedures to ensure security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security; preparing status reports as required; managing documentation and filing systems; promoting improvements in ICT support functions; making necessary infrastructure changes for optimal performance; overseeing the implementation of changes in ICT systems as directed by regional or global teams; providing ongoing training to NRC staff on ICT tools; managing software licenses and platforms; handling incidents and requests through the helpdesk tool; overseeing staff support and compliance with ICT policies; managing user accounts; installing and configuring ICT tools; providing end-user support; monitoring internet performance; managing local area networks; ensuring proper management of ICT equipment; and advising on ICT equipment purchases.
Required Qualifications: Candidates must possess a university degree in Systems Engineering, Software, Computer Science, or a related field. They should have experience working in similar positions within the humanitarian aid context, demonstrating a strong understanding of the unique challenges faced in such environments. A verifiable track record of responsibilities related to the position is essential, along with good written and spoken English and fluency in both written and spoken Ukrainian. Candidates should also have a minimum of three years of experience in the ICT field, with significant experience in Power BI and data visualization being a plus. Knowledge of network equipment management, internal customer service, and training end-users is also required.
