Job Description
Job Posting Organization:
The position is located within the Commission of Inquiry on the situation in the North and South Kivu provinces of the Democratic Republic of Congo (DRC), specifically in the Human Rights Inquiries Branch. This Commission operates under the auspices of the Human Rights Council, established to address human rights violations in the region. The organization is committed to upholding human rights standards and ensuring accountability for violations. Job Overview:
The Information and Evidence Officer will play a crucial role in managing the Commission's electronic information and evidence repository. This position requires the incumbent to lead information and evidence review and analysis tasks, acting as an eDiscovery project manager. The officer will translate investigation objectives into technical activities, ensuring that teams can effectively examine electronic content. The role involves populating evidence selection systems, analyzing data structures, and advising staff on measures to extract relevant information while maintaining the integrity of the evidence. The officer will also handle evidence collection, preservation, registration, digitization, and secure storage, ensuring compliance with established standards. Additionally, the officer will provide advisory services on recordkeeping practices, research new applications of information technology, and participate in record-keeping improvement projects. The position demands a proactive approach to managing records and ensuring the confidentiality and security of sensitive information.

Duties and Responsibilities:
The Information and Evidence Officer will be responsible for a wide range of duties, including: managing the Commission's electronic information and evidence repository; leading information review and analysis tasks; ensuring sound collection and preservation of evidence; managing data ingestion and indexing; establishing efficient procedures for evidence review; providing advisory services on recordkeeping practices; researching and evaluating new information technology applications; developing training materials and user manuals; managing records accession and disposition functions; overseeing archival processing activities; supervising reference functions; ensuring controls to prevent unauthorized access to information; collaborating with cybersecurity teams; and evaluating existing records management tools. The officer will also be responsible for developing and implementing strategies to mitigate cybersecurity incidents and providing training on information security to personnel.

Required Qualifications:
Candidates must possess expertise in eDiscovery data retrieval and analysis, data processing, forensic preservation, and document review support work. Proven expertise in information security is essential, along with a thorough understanding of search strategies and technologies. Scripting skills in languages such as Python, JavaScript, Ruby, or SQL are required for data processing and automation. Knowledge of information management, archival practices, and records preservation is crucial. The ability to conduct independent research and analysis, formulate options, and make recommendations is necessary. Candidates should demonstrate professionalism, planning and organizing skills, and technological awareness.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in archival science, information science, information systems, social science, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Certifications in eDiscovery and project management are desirable, enhancing the candidate's qualifications for the role.

Experience:
A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management, or a related area is required. Additionally, at least two years of experience in managing eDiscovery platforms, such as Relativity or Nuix eDiscovery, is desirable. Experience in handling digital evidence and relevant work experience in cybersecurity or cyber risk management is also advantageous.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while proficiency in French is desirable. Candidates must meet the minimum required level for each skill in these languages according to the UN Language Framework.
