Job Posting Organization: The position is located within the Commission of Inquiry on the situation in the North and South Kivu provinces of the Democratic Republic of Congo (DRC), established pursuant to Human Rights Council Resolution A/HRC/RES/60/2

Job Overview: The Human Rights Officer (Reporting Analyst) will play a crucial role in the Commission of Inquiry, focusing on the analysis and reporting of human rights issues in the North and South Kivu provinces. The incumbent will be responsible for reviewing and analyzing information collected during investigations, advising the Commission’s staff on addressing gaps, and ensuring that investigations are oriented correctly. This position requires close coordination with the Investigations Team Leader, Legal Adviser, and Gender Adviser to ensure that all aspects of the investigation are comprehensive and inclusive. The officer will prepare briefings, summaries, and analytical documents, and will be the main drafter of the Commission’s reports, ensuring that all findings are documented according to OHCHR standards. The role demands a high level of professionalism, analytical skills, and the ability to synthesize complex information into actionable recommendations, particularly with a focus on gender-sensitive approaches.
Duties and Responsibilities: The Human Rights Officer (Reporting Analyst) will be responsible for a variety of tasks, including: reviewing and analyzing information collected during investigations; advising the Commission’s staff on addressing gaps and orienting investigations; coordinating with the Legal Adviser to ensure legal compliance; integrating gender perspectives throughout the investigation; preparing briefings and analytical documents; drafting the Commission’s reports; ensuring proper documentation of information collected; assisting in drawing analytical conclusions; proposing report structures and visualizations; and developing actionable recommendations. The officer will also perform other duties as required, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a strong knowledge of human rights-related matters, international human rightslaw, international criminal law, and international humanitarian law. Proven ability to analyze and report on complex human rights investigations is essential, along with an understanding of the gender dimension in human rights work. The ability to conduct data collection using various methods and to synthesize information effectively is also required. Candidates should demonstrate professionalism, efficiency, and a commitment to gender equality in their work.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, or another discipline related to human rights is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law, or international criminal law is required. Additionally, at least two years of experience in the analysis and drafting of public human rights reports is necessary. Relevant working experience in or on the region of North and South Kivu is desirable, providing candidates with a contextual understanding of the issues at hand.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency as outlined in the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak effectively in both languages.
Additional Notes: This position is temporarily available, and its extension is subject to the continuation of the mandate and/or availability of funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. This temporary assignment may provide the successful applicant with an opportunity to gain new work experience, but it does not guarantee future employment in the same position.
