Job Overview:
The Development Effectiveness Specialist will lead the technical secretariat of the Partners Coordination Group (GCP) in the Democratic Republic of the Congo (DRC). This role involves providing strategic policy advice and facilitating effective communication among development partners and government entities. The specialist will support the GCP in enhancing development coordination and ensuring alignment with national priorities. The position requires a proactive approach to engage with key stakeholders, promote knowledge management, and ensure the visibility of the GCP's initiatives. The specialist will work under the supervision of the Deputy Special Representative of the Secretary-General and will be responsible for implementing decisions made during GCP meetings, as well as providing technical assistance for the National Aid Policy and the Development Aid Coordination and Orientation Framework (CCOAD).

Duties and Responsibilities:
  • Provision of Strategic Policy Advice and Dialogue: Ensure follow-up on GCP decisions, promote coherence with Intersectoral Donor Groups, and lead the GCP Secretariat's support for joint initiatives. Organize high-level policy dialogue meetings and maintain relationships with ministries involved in development coordination.
  • Effective Communication and Visibility: Oversee communication materials for the GCP, prepare progress reports, and enhance the visibility of GCP initiatives.
  • Knowledge Management: Support the development and dissemination of knowledge to inform GCP leadership, contribute to knowledge networks, and analyze data for decision-making.
  • Engagement with Government Entities: Guide the revitalization of Sectoral Thematic Groups and ensure communication with the Global Partnership for Effective Development Cooperation joint team.
  • Facilitate collaboration among partners and contribute to the implementation of the Busan Agreement's principles.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Development, Economy, International Relations, Social Sciences, or related fields. Alternatively, a first-level university degree (bachelor’s degree) with an additional two years of qualifying experience will be considered. Candidates should have a minimum of 7 years of relevant experience with a master's degree or 9 years with a bachelor's degree, including experience in strategic planning, partnership, or program management. At least three years of experience in development partners coordination or aid coordination is required, along with leadership experience in international institutions or government.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Development, Economy, International Relations, Social Sciences, or other thematic areas related to the Sustainable Development Goals (SDGs) is required. A first-level university degree (bachelor’s degree) in the aforementioned fields, combined with additional qualifying experience, will also be considered.

Experience:
The position requires a minimum of 7 years of relevant experience for candidates with a master's degree and 9 years for those with a bachelor's degree. Candidates should have substantial experience in strategic planning, partnership, or program management, with at least three years specifically in development partners coordination or aid coordination. Experience in leadership roles within international institutions or government is essential, and familiarity with the DRC's aid coordination environment is advantageous.

Languages:
Fluency in French is mandatory, while fluency in written and spoken English is desirable. Proficiency in additional languages may be beneficial but is not required.
