Job Overview:
The Military Adviser will play a crucial role in supporting the Commission's understanding of military and security" style="border-bottom: 1px dotted #007bff !important;">security sector dynamics in the DRC, particularly in the context of the ongoing conflict in the North and South Kivu provinces. The incumbent will be responsible for collecting and analyzing information related to military structures, para-military units, and armed groups, providing insights that will inform the Commission's investigations and strategies. This position requires a deep understanding of military operations, security sector governance, and the application of international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law. The Military Adviser will work closely with the Commission members and investigators to ensure that military-related issues are thoroughly examined and addressed in the Commission's reports. The role also involves field missions to gather firsthand information and liaising with military officers from relevant countries as needed. The successful candidate will be expected to integrate a gender perspective into all areas of responsibility, ensuring that the Commission's work is inclusive and considers the impact of military actions on different populations.

Duties and Responsibilities:
The Military Adviser will be responsible for a range of duties including: collecting and analyzing information to assist the Commission in understanding the security sector; advising on military and security sector-related matters; developing investigation strategies; assessing the operating environment for security forces; conducting investigations into specific incidents; providing internal analysis and briefings on military issues; establishing liaison with military officers; advising on gathering information on alleged human rights violations; and ensuring the integration of gender perspectives in all responsibilities. The role requires a proactive approach to identifying and addressing military-related issues that may impact human rights in the region, and the ability to work collaboratively with a diverse team of professionals.

Required Qualifications:
Candidates must possess a strong knowledge of military and security force structures, as well as the ability to conduct military intelligence and apply international human rights law. The role demands a high level of professionalism, including the ability to remain calm under pressure, meet deadlines, and demonstrate a commitment to gender equality in all areas of work. Teamwork and collaboration are essential, as the Military Adviser will work closely with colleagues to achieve organizational goals. Strong planning and organizational skills are also required to effectively manage priorities and allocate resources.

Educational Background:
The ideal candidate should be a graduate of a National Command and Staff College or National War/Defense College, which may be considered in lieu of a first level or advanced university degree. An advanced university degree (Master's degree or equivalent) in security management, security studies, military studies, or related disciplines is highly desirable, reflecting the need for specialized knowledge in the field.

Experience:
A minimum of seven years of progressively responsible military experience is required, with a strong emphasis on applying international humanitarian law. Experience working in or on the DRC region is considered desirable, as it provides valuable context and understanding of the local dynamics and challenges.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II, which would enhance communication and collaboration within the United Nations framework, given that both languages are working languages of the UN Secretariat.

This position is temporarily available, and its extension is subject to the continuation of the mandate and availability of funds. Selected candidates who are current staff members of the United Nations Secretariat will be assigned as a temporary assignment. The temporary nature of this position means that it does not guarantee future employment in the same role.
