Job Posting Organization:
The position is based within the Commission of Inquiry on the situation in the North and South Kivu provinces of the Democratic Republic of Congo (DRC), established pursuant to Human Rights Council Resolution A/HRC/RES/60/2

Job Overview:
The Human Rights Officer / Gender Adviser will play a crucial role in advising the Commission and its Secretariat on the gender dimensions of human rights violations. This includes conducting gender analysis and providing training to ensure that a gender perspective is integrated throughout the Commission's work. The incumbent will be responsible for collecting information related to women's human rights and gender issues, particularly those that fall under the Commission's mandate. This role requires a deep understanding of international human rights and law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, as well as the ability to recommend appropriate referral pathways for victims and survivors of gender-based violence. The officer will also ensure that documentation and reporting on cases of sexual and gender-based violence are thorough and gender-sensitive, contributing to the drafting of final reports and recommendations that reflect gender-specific priorities. The position demands participation in field missions for information gathering and the ability to work collaboratively with a diverse team to achieve organizational goals.

Duties and Responsibilities:
The Human Rights Officer / Gender Adviser will be responsible for the following duties:
  • Advising Commission members and the Secretariat on gender dimensions of human rights violations, ensuring integration of gender perspectives.
  • Collecting information on women's human rights and gender issues related to the Commission's mandate.
  • Recommending referral pathways for victims and survivors, adhering to the Commission's methodology.
  • Ensuring proper documentation and analysis of cases of sexual and gender-based violence.
  • Conducting interviews and evidence gathering while ensuring protection and confidentiality for witnesses and victims.
  • Participating in field missions for information gathering.
  • Contributing to the drafting of final reports and recommendations, ensuring gender-sensitive language is used.
  • Suggesting gender-specific recommendations for the final report.
  • Advising on gender-sensitive information gathering methods and security" style="border-bottom: 1px dotted #007bff !important;">security arrangements. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of human rights, international humanitarian law, and gender issues. They should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. The role requires a commitment to integrating gender perspectives in all areas of work and the ability to handle sensitive and complex human rights issues. Candidates should also exhibit strong planning and organizational skills, with the ability to prioritize tasks and manage time efficiently.

Educational Background:
An advanced university degree (Master's degree or equivalent) in law, political science, international relations, or a related discipline is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law, or international criminal law is required. Additionally, at least two years of experience specifically focused on women's human rights, gender integration, and/or sexual and gender-based violence is necessary.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking according to the UN Language Framework.
