Job Overview:
The Logistics and Procurement Officer will play a crucial role in managing logistics and procurement functions within the IOM's operations in the Occupied Palestinian Territories (OPT). This position requires a proactive individual who can effectively coordinate shipments, manage customs clearance, and ensure the timely delivery of goods and services. The officer will also be responsible for maintaining accurate records of all logistics-related documentation and will work closely with various units within the country office to ensure smooth operations. The successful candidate will need to monitor office supplies, manage fleet-related procurement requests, and ensure compliance with IOM's procurement policies. This role is vital for supporting the overall mission of IOM in providing effective humanitarian assistance and development support.

Duties and Responsibilities:
  • Manage logistics and procurement functions, including organizing shipments and courier services.
  • Coordinate customs clearance arrangements and prepare relevant documentation.
  • Monitor office supplies and manage stock room operations, ensuring timely replenishment.
  • Provide procurement support for fleet-related requests, including vehicle maintenance and insurance coverage.
  • Regularly review and update mission insurance coverage and logistics-related agreements.
  • Maintain physical and electronic records of all documentation throughout the supply chain cycle.
  • Assist in asset management, including inventory management and asset disposal.
  • Manage petty cash and prepare monthly reports.
  • Receive and consolidate procurement requisition forms, ensuring compliance with office instructions. 1
  • Prepare tender documents, solicit bids, and participate in the evaluation process. 1
  • Confirm terms of agreement with suppliers and prepare necessary documentation. 1
  • Monitor open requisitions and coordinate timely delivery of goods and services. 1
  • Review vendor invoices and prepare payment requests for timely processing. 1
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution.
  • Three years of relevant professional experience, or a high school diploma with five years of relevant experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
  • Experience in procurement and logistics, particularly with vendors and service providers.
  • Familiarity with asset management processes and IOM/UN procurement rules is a plus.
  • High level of computer literacy and knowledge of ERP systems such as Microsoft Oracle.
  • Strong communication and negotiation skills, with the ability to prepare clear reports.

Educational Background:
Candidates must possess a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Alternatively, candidates with a high school diploma and significant relevant experience (five years) may also be considered. Accreditation of the educational institution must be verified through the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience in procurement and logistics. Experience working with vendors and service providers is essential, as is familiarity with asset management processes. Previous experience with IOM or UN procurement and logistics rules and procedures is highly advantageous. Candidates with experience in international organizations will be preferred, as they will be more familiar with the operational context and challenges faced in such environments.

Languages:
Fluency in English is mandatory for this position, while proficiency in Arabic is considered an added advantage. The ability to communicate effectively in both languages will enhance the candidate's ability to perform in a multicultural environment and engage with diverse stakeholders.
