Job Overview: The Country Office Support Manager position is crucial for ensuring that all support functions across various operational areas, including Camps Area, Host Community Area, and the Country Office, deliver high-quality and efficient support for program implementation. This role is designed to enhance the operational capacity of the MENA regional team and regional projects. The manager will oversee the integrated delivery of support services across Human Resources, Finance, Information and Communication Technology (ICT), Administration, and Logistics. This position will involve direct management of support staff, coordination of activities, and ensuring compliance with NRC policies, donor regulations, and internal controls. The Country Office Support Manager will also be responsible for monitoring Key Performance Indicators, addressing operational challenges, and escalating risks and strategic issues as necessary. The role requires a proactive approach to developing the position and fostering effective internal communication and leadership capabilities.
Duties and Responsibilities: The Country Office Support Manager will have a wide range of responsibilities, including:
Contributing as a member of the Country Management Group (CMG) by providing support and information on relevant topics and influencing decisions regarding support matters.
Facilitating and coordinating the development of strategic objectives for the support function within the Country Strategy and supporting unit action plans.
Overseeing the re-centralization of support services to the country office and extending NRC Jordan’s support services to the regional team and regional projects, collaborating with Area Managers and the Regional Head of Operational Support.
Contributing to the implementation of the NRC Jordan Country Strategy, focusing on efficient systems, cost-effectiveness, and workforce management, ensuring departmental work plans are established and monitored.
Providing input on operational support during program proposal development and ensuring alignment between operational support and program plans for timely project implementation.
Supporting the development and monitoring of the support budget in coordination with the Finance Manager and key stakeholders, conducting regular financial analyses, assessments, and resource allocation.
Coordinating with relevant stakeholders on the strategic development of country structures to ensure alignment with global guidelines and standards.
Assisting in the development, adaptation, and implementation of country support Standard Operating Procedures (SOPs), guidelines, and tools.
Managing directly reporting staff, including performance management and staff development, while fostering organizational learning related to support themes. 1
Ensuring compliance with NRC policies, guidance, and procedures, with specific responsibility for all support functions’ policies and procedures.
Required Qualifications: The ideal candidate for the Country Office Support Manager position should possess the following qualifications:
A Bachelor’s degree in business administration, management, or a relevant field.
A minimum of 3 years of experience in a senior management position, preferably within a humanitarian or recovery context, with expertise in support functions.
Experience in logistics, budget development, and cost allocation is highly desirable.
A self-starter with the ability to develop the position and strong internal communication skills.
Excellent interpersonal skills and proven people management and leadership capabilities.
A demonstrated interest in innovation and learning, with a proactive approach to problem-solving.
Fluency in English, both written and verbal, is mandatory, while Arabic language skills are considered an added advantage.
Knowledge of the context in Jordan is essential for effective performance in this role.
Educational Background: Candidates must have a Bachelor’s degree in business administration, management, or a related field. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills required for effective management and support functions within the organization.
Experience: The position requires a minimum of 3 years of experience in a senior management role, ideally within a humanitarian or recovery context. This experience should include a strong background in support functions, such as logistics, finance, and human resources, to ensure that the candidate can effectively oversee and manage the various support services required for program implementation.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in Arabic is considered an added advantage, as it will facilitate communication and collaboration within the local context and with stakeholders in Jordan.
Additional Notes: The Country Office Support Manager position is based in Amman, Jordan, with a contract duration until April 30, 2026, which is renewable based on funding and performance. The role involves approximately 20% in-country travel to NRC areas of operations. The salary and benefits are classified as Grade 9 on NRC's grading structure.
