Job Overview: The Project Officer position is crucial for the implementation and monitoring of various project activities aimed at improving community health and hygiene standards. The role involves coordinating with technical staff from IOM's WASH, Health, and GBV sectors to ensure the integration of essential messages related to infection prevention and control, as well as gender-based violence prevention. The Project Officer will also be responsible for community mobilization efforts, ensuring active participation from community members in the design and maintenance of WASH facilities. This position requires a proactive approach to enhance social cohesion among internally displaced persons (IDPs) and host communities through cash for work initiatives. The Project Officer will compile and analyze data on project topics, draft reports, and provide guidance to junior staff, ensuring that project objectives are met efficiently and effectively.
Duties and Responsibilities: The Project Officer will assist in implementing and monitoring project activities, including hygiene promotion, distribution of hygiene kits, community mobilization, and cash for work activities. Key responsibilities include liaising with IOM technical staff to coordinate the integration of key messages, supporting the procurement and logistics of hygiene kits, and facilitating community participation in WASH services. The officer will implement cash for work modalities, compile and analyze project data, draft reports and correspondence, and provide training to new staff. Additional duties may be assigned as necessary to support project goals.
Required Qualifications: Candidates must possess a university degree in Public Health or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a school diploma in the same fields with five years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate operational and field experience in displacement health-related issues, extensive experience in hygiene promotion, community/public health, and community engagement, as well as experience in WASH programming.
Educational Background: A university degree in Public Health or a related field is required, with a preference for candidates who have graduated from accredited institutions recognized by the UNESCO World Higher Education Database. A school diploma in the relevant fields is acceptable if accompanied by sufficient professional experience.
Experience: The position requires operational and field experience in health-related issues concerning displaced populations, with a strong background in hygiene promotion and community engagement. Candidates should have extensive experience in WASH programming, including the conceptualization and implementation of related projects. Experience working with vulnerable groups such as migrants, refugees, and internally displaced persons is essential, and prior work with international humanitarian organizations is an advantage.
Languages: Fluency in French and Haitian Creole is mandatory for this position, both oral and written. Proficiency in English and Spanish is considered an asset, as IOM's official languages include these. Language skills will be evaluated during the selection process, which may involve written and oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates with a valid residence and work permit for Haiti will be considered.
