Job Overview: The position of International Consultant for Economic Impact Assessment of Sand and Dust Storms (SDS) in West Asia involves conducting a comprehensive assessment of the economic impacts of SDS in the region. This role is crucial for establishing the analytical foundation necessary to determine the economic costs associated with SDS and the benefits of investing in their mitigation. The consultant will work closely with the UNEP's Regional Office for West Asia and the National Centre for Meteorology (NCM) to develop a Regional Masterplan aimed at combating SDS. This involves reviewing existing literature, identifying costs and benefits, and proposing methodologies for economic modeling. The consultant will also engage in stakeholder consultations to refine the assessment and ensure that the findings are relevant and actionable for the countries in the region.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including: conducting a literature review of global, regional, and national studies related to SDS; defining and assessing types of costs associated with SDS; identifying on-site and off-site costs and benefits; proposing a structured methodology for economic modeling; preparing an inception report; coordinating consultation meetings; constructing a cost-benefit model; drafting the Economic Impact Assessment report; and presenting findings at regional or national consultations. The consultant will also be expected to refine and finalize the assessment report based on feedback received during consultations, ensuring that all findings are clearly documented and ready for publication.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in Economics, Environmental Economics, or related fields, with a PhD considered an asset. A minimum of 10 years of experience in environmental economics or a related field is required. Proven experience in conducting economic assessments of land and water ecosystems, environmental resources, or natural hazards and climate-risk impacts is essential. Additionally, candidates should have experience in multistakeholder engagement and developing technical analytical reports, as well as knowledge of environmental and economic issues specific to West Asia. Experience working with international organizations, government agencies, or funding institutions is also advantageous.
Educational Background: The position requires a Master’s degree or equivalent in a relevant field such as Economics or Environmental Economics. A PhD is preferred but not mandatory. The educational background should provide a strong foundation in economic theory, environmental policy, and analytical methods relevant to assessing economic impacts.
Experience: The consultant should have a minimum of 10 years of relevant experience in environmental economics or related fields. This experience should include working on economic assessments related to environmental issues, particularly in the context of land and water ecosystems, as well as understanding the impacts of natural hazards and climate risks. Experience in engaging with multiple stakeholders and producing technical reports is also necessary.
Languages: Fluency in English and Arabic is required for this position. Proficiency in both languages is essential for effective communication and collaboration with stakeholders in the region, as well as for the preparation of reports and presentations.
