Job Posting Organization: The ICAO OPAS Officer will be assigned to the General Authority of Civil Aviation (GACA) under the Aviation Safety and Environmental Sustainability Sector through the ICAO CDI project Number SAU2280

Job Overview: The ICAO OPAS Officer is expected to carry out a range of responsibilities that are critical to the functioning of aviation medicine within the General Authority of Civil Aviation (GACA). This role requires a professionally qualified physician who is licensed to practice medicine and has completed Basic Aviation Medicine training from a recognized institution. The officer will be responsible for providing assistance in establishing procedures related to aeromedical examinations, overseeing the competency of medical examiners, and ensuring the confidentiality of medical records. The position also involves advising the GACA Medical Assessor in the preparation of procedural and guidance materials for medical examiners, as well as participating in the development or amendment of relevant documents and manuals to ensure quality and consistency with ICAO and FAA policies. The officer must demonstrate effective communication skills, the ability to work collaboratively with colleagues, and a commitment to achieving organizational goals while maintaining professional integrity and accountability.
Duties and Responsibilities: The ICAO OPAS Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
Providing assistance to Aviation Medicine in establishing appropriate procedures for the aeromedical examination process, including oversight of medical examiners and auditing medical examination reports.
Assisting the GACA Medical Assessor in developing the Regulatory Aviation Medicine Procedures Manual for Medical Examination and Assessment Processes.
Advising on the preparation of procedure and guidance materials for medical examiners.
Participating in the development or amendment of GAGAR and CAPSCA documents and manuals to ensure alignment with ICAO/FAA policies.
Standardizing aviation medicine manuals and procedures in accordance with their application in the state.
Demonstrating professionalism and effective communication in all interactions, ensuring clarity and understanding in conveying information.
Taking ownership of responsibilities and commitments, operating in compliance with organizational regulations, and supporting subordinates in their roles.
Developing clear goals and priorities, monitoring progress, and adjusting plans as necessary to achieve desired outcomes.
Performing other related duties as assigned by superiors.
Required Qualifications: The position requires a Medical Degree (MD) and a professional background in aviation medicine. Essential qualifications include excellent analytical skills, the ability to interpret medical information, and experience working with international civil aviation authorities. Familiarity with Aerospace Medicine EASA regulations is also essential. Desirable qualifications include experience in aviation psychology, mental wellbeing, or human factors in aviation, which would enhance the officer's ability to contribute effectively to the role.
