Job Overview: The Programme Officer will be responsible for managing, coordinating, and overseeing relevant programme activities in the Benin Country Office. This role involves the effective implementation of migration management programs, particularly in Immigration Border Governance (IBG). The Programme Officer will provide operational and technical guidance, maintain strong relationships with various stakeholders, and ensure compliance with IOM's policies and donor requirements. The position requires a proactive approach to identifying operational challenges and developing programmatic strategies to address them. The Programme Officer will also be responsible for preparing and submitting program reports, monitoring progress against strategic objectives, and contributing to the development of new projects aligned with IOM's mission.
Duties and Responsibilities:
Coordinate the implementation of migration management programs, ensuring timely and effective delivery of results.
Provide operational and technical guidance for IBG and community stabilization projects.
Maintain relationships with UN agencies, humanitarian organizations, and government entities to facilitate program implementation.
Disseminate programmatic information to stakeholders, including donors, to maximize impact.
Ensure timely preparation and submission of program reports in compliance with IOM and donor requirements.
Monitor progress against strategic objectives and recommend improvements.
Develop and maintain data collection mechanisms for ongoing programs. 1
Undertake travel duties as required. 1
Perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, or related disciplines. Candidates with a University degree in these fields must have additional years of experience to qualify. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: The position requires significant experience in program conceptualization, development, implementation, monitoring, reporting, and evaluation. Candidates should have experience liaising with governmental and diplomatic authorities, as well as familiarity with financial and business administration. A sound understanding of internal and international migration issues, particularly in the region, is essential. Experience in capacity building and facilitating high-level consultations is also required, along with knowledge of UN and bilateral donor programming.
Languages: Fluency in English and French is mandatory for this position, both oral and written. Working knowledge of Spanish is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type is fixed-term for one year, with the possibility of extension. The position is classified at the P-3 grade level. Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
