Job Overview: The primary objective of this position is to design and validate a predictive and prospective analysis system that utilizes artificial intelligence to identify risks of early unions and automatically generate strategic recommendations, prioritizing territories, actions, and population groups at higher risk. The role involves developing a system that integrates various data sources, including national surveys and administrative records, to facilitate strategic decision-making. The consultant will work closely with national institutions to ensure the effective use of data for policy implementation and monitoring, addressing the challenges posed by fragmented information systems and limited analytical capacity.
Duties and Responsibilities:
Review and align technical aspects with UNICEF and the Ministry of the Presidency teams to agree on the approach, scope, and key functionalities of the system.
Map relevant data sources, including administrative records, national surveys, and intersectoral platforms related to health, education, and social protection.
Integrate and clean data, applying processes for standardization and interoperability to build a unified database.
Conduct exploratory data analysis to identify risk patterns, territorial trends, and factors associated with early unions.
Design and implement predictive models based on artificial intelligence to estimate risk probabilities in various contexts and profiles.
Construct prospective scenarios simulating different levels of intervention and their impact on reducing early unions.
Design an interactive dashboard in Power BI to visualize data, scenarios, and alerts in a user-friendly manner for decision-making.
Provide technical training to institutional teams to ensure the use, appropriation, and sustainability of the developed system.
Document the system and deliver technical inputs, including user manuals, update guides, code repositories, and recommendations for scaling.
Required Qualifications: Minimum requirements include a university degree in information systems, technology, computing, data science, artificial intelligence, or related fields. Professionals in economics or social sciences with complementary training in statistics, computing, or related areas will also be considered. Candidates should have at least 3 years of experience working in economics, database creation and analysis, and data intelligence applied to public policies. Experience leading projects with multilateral organizations and governments is essential. Desired technical knowledge includes proficiency in tools such as SPSS, R, advanced Excel, and database management.
Educational Background: Candidates must possess a university degree in relevant fields such as information systems, technology, computing, data science, or artificial intelligence. Additional qualifications in economics or social sciences with a focus on statistics and computing are also acceptable.
Experience: The position requires a minimum of 3 years of relevant experience, particularly in the fields of economics, database management, and data intelligence as applied to public policy. Experience in leading projects with multilateral organizations and government entities is highly desirable.
Languages: Fluency in Spanish (written, spoken, and read) is mandatory. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position is a consultancy role and does not confer 'staff member' status under the United Nations Staff Regulations and Rules. Consultants will not be entitled to benefits such as vacation or medical insurance coverage.
