Job Overview: The Project Technical Officer will play a crucial role in supporting a new initiative launched by the ILO in partnership with the Government of Ukraine and various stakeholders in the energy sector. This project aims to protect and equip Ukraine's energy workforce amidst the ongoing challenges posed by war-related damage and occupational safety risks. The officer will be responsible for providing technical support to ensure the successful implementation of the project, which focuses on developing occupational safety and health (OSH) protocols, workplace adaptation measures, and skills anticipation studies. The role requires collaboration with government authorities, employers, and workers' organizations to enhance safety measures and promote a resilient energy workforce. The Project Technical Officer will also contribute to the ILO's Decent Work Agenda by integrating OSH provisions into workplace arrangements and facilitating training workshops.
Duties and Responsibilities: The Project Technical Officer will have a comprehensive set of responsibilities, including:
Providing technical advice for the design and implementation of OSH assessments and measures across project outcomes, focusing on prevalent hazards in the energy sector.
Developing and adapting OSH protocols for high-risk contexts, ensuring gender-responsive approaches.
Supporting government authorities and organizations in identifying adequate personal protective equipment (PPE).
Coordinating and supervising consultants and service providers involved in OSH assessments and training.
Facilitating tripartite dialogue to integrate OSH provisions into workplace adaptation arrangements.
Conducting training workshops on OSH for stakeholders.
Monitoring implementation progress and ensuring quality assurance of deliverables.
Preparing technical reports and contributing to the dissemination of project knowledge products, such as case studies and policy briefs.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in occupational safety and health, medicine, engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) with an additional two years of relevant experience will be accepted in lieu of an advanced degree. Candidates should demonstrate strong technical skills in hazard identification and risk management, particularly in the context of OSH programs.
Educational Background: The educational requirements for this position include an advanced university degree in a relevant field such as occupational safety and health, medicine, or engineering. A first-level university degree may be accepted if accompanied by additional relevant experience, indicating a strong foundation in the necessary technical knowledge and skills required for the role.
Experience: The position requires at least five years of experience in formulating and implementing OSH programs and measures. Candidates should have a proven track record of strong technical skills in hazard identification and risk management. Experience working in the energy sector or in hardship duty stations is considered an asset, as it demonstrates the ability to navigate challenging environments and apply OSH principles effectively.
Languages: An excellent command of English is mandatory for this position. Knowledge of Ukrainian is considered a plus, as it would facilitate communication with local stakeholders and enhance the effectiveness of the project implementation.
