Job Overview: The position of ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack Team Lead involves leading a specialized team focused on the certification and oversight of air operators. The role requires a deep understanding of Annex 6 of the Chicago Convention, which pertains to the operation of aircraft. The team lead will be responsible for guiding the team in developing regulations, procedures, and guidance materials necessary for effective certification and oversight activities. This includes evaluating prospective operators, conducting in-depth assessments of operations manuals, and ensuring compliance with international aviation standards. The position also entails coordinating training and skill testing for air operator inspectors, evaluating quality and safety management systems, and managing the deployment of the iPack delivery model to assist member states in achieving compliance with ICAO provisions. The role is critical in providing advisory support to member states and ensuring that air operators meet the necessary safety and operational standards.
Duties and Responsibilities:
Lead the ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack team by introducing members to Annex 6, Part 1 requirements and guiding them in developing appropriate regulations, procedures, and guidance materials for certification and oversight activities.
Evaluate prospective Operators Pre-assessment Statement forms for acceptability and conduct in-depth evaluations of Operations Manuals.
Identify and address deficiencies in the air operator certification and oversight system, guiding the team in developing or refining internal guidance, policies, and procedures.
Direct the development of training, knowledge, and skill testing materials for air operator inspectors as prescribed in Annex 6, including evaluating operators' training programs.
Evaluate air operators' quality and safety management systems, including reviewing manuals and inspection results.
Develop processes for the issuance of air operator certificates, ensuring all necessary items are included in certification reports.
Coordinate and manage the successful deployment of the OPS iPack, including preparing for deployment, conducting meetings, and preparing reports on objectives achieved and lessons learned.
Perform any other related tasks as required to address the objectives of the assignment.
Required Qualifications:
A first-level university degree, preferably in Aviation, Engineering, or a related technical discipline.
A technical qualification in aviation such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree.
Considerable experience (ten years or more) in a senior position in a CAA Department of Air Operator Certification.
Significant experience (three years or more) working as a flight operations inspector with a CAA in the certification of air operators.
Extensive experience in flight operations inspections, audit, accident/incident investigation, and safety management systems.
Knowledge of legal responsibilities and administrative procedures for the issuance of documents under the state of registry and state of operator with respect to flight operations.
Sound knowledge of relevant ICAO Annexes, particularly Annex 6, and CAA OPS policies, regulations, procedures, and practices.
Educational Background: A first-level university degree in Aviation, Engineering, or a related technical discipline is required. Alternatively, a technical qualification in aviation such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the degree. This educational background is essential to ensure that the candidate possesses the necessary technical knowledge and understanding of aviation operations and safety standards.
Experience: The position requires considerable professional experience, specifically ten years or more in a senior role within a Civil Aviation Authority (CAA) Department of Air Operator Certification. Additionally, candidates should have significant experience (three years or more) as a flight operations inspector, with a focus on the certification of air operators. Extensive experience in all aspects of certification and oversight, including the review of applications, manuals, and safety management systems, is also necessary. Candidates should have a proven track record in preparing and implementing regulations and procedures related to flight safety inspection and certification.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Knowledge of additional languages, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and would be considered an asset, enhancing communication with diverse stakeholders and member states.
Additional Notes: This position is prospective and intended for experts interested in consultancy contracts, both short and long term. Evaluation of qualified candidates may include an assessment exercise followed by a competency-based interview. ICAO consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
