Job Overview: The National UN Volunteer – Climate Officer position is integral to UNICEF Cambodia's mission of promoting children's rights while addressing the challenges posed by climate change. This role will support the implementation of climate-smart social services across five key program areas: Health and Nutrition, Education, Child Protection, WASH (Water, Sanitation, and Hygiene), and Policy and Public Finance for Children (PPF4C). The Climate Officer will work closely with the WASH and climate officer to ensure that climate resilience is integrated into core services, thereby enhancing the organization's ability to protect children from climate impacts. The position requires a proactive approach to developing climate risk-informed action plans and engaging with youth and community stakeholders to promote climate resilience.
Duties and Responsibilities: The Climate Officer will undertake a variety of tasks, including providing technical and administrative support for the implementation of climate-resilient WASH activities. This includes developing and disseminating e-learning content related to climate-resilient WASH. The officer will also assist in creating climate risk-informed provincial action plans aimed at reducing children's vulnerability to climate impacts, particularly in provinces identified as having a high Children's Climate Risk Index (CCRI). Additionally, the officer will conduct climate-related data analysis and GIS mapping to support climate advocacy and funding proposals. The role involves attending coordination meetings and events focused on climate and youth engagement, as well as organizing workshops and meetings related to climate-resilient initiatives. The Climate Officer may also be tasked with other responsibilities as needed to facilitate the implementation of climate and environmental activities.
Required Qualifications: Candidates for the National UN Volunteer – Climate Officer position should possess strong technical skills in climate resilience and WASH activities. They should demonstrate a solid understanding of climate change impacts on children and the necessary interventions to mitigate these effects. The ideal candidate will have experience in project management, data analysis, and community engagement, particularly in the context of climate change. Strong communication and organizational skills are essential, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: A bachelor's degree in environmental science, social sciences, public health, or a related field is required for this position. Advanced degrees or specialized training in climate change, public policy, or child rights would be advantageous. Candidates should have a solid academic foundation that supports their understanding of the intersection between climate change and children's rights.
Experience: The position requires candidates to have at least 1-2 years of relevant experience in climate change, environmental management, or related fields. Experience working with children and communities, particularly in developing countries, is highly desirable. Familiarity with UNICEF's mission and programs, as well as experience in project implementation and monitoring, will be beneficial for applicants.
Languages: Fluency in English is mandatory for this position, as it is the working language of UNICEF. Knowledge of Khmer, the official language of Cambodia, is highly desirable and will enhance communication with local stakeholders and communities. Additional languages may be considered an asset, particularly those relevant to the local context.
Additional Notes: This is a national UN Volunteer position, meaning that the selected candidate will be expected to reside in their own accommodation. The living conditions in Phnom Penh are generally good, with access to various amenities. Safety precautions are advised during late-night activities. The entitlements for the National UN Volunteer include an Entry Lump Sum Allowance of USD 400, a Monthly Volunteer Living Allowance (VLA) of approximately USD 784, comprehensive health and life insurance coverage, and annual leave of 2.5 days per month. Upon successful completion of the assignment, an Exit Lump Sum Allowance equivalent to one month's VLA will be provided.
