Job Description
Job Posting Organization:
The Danish Refugee Council (DRC) is a prominent protection agency established with the mission to protect, advocate for, and promote durable solutions for populations affected by displacement. DRC has been operational in Ukraine since 2014 and currently employs over 800 staff members in the country. The organization is planning a significant scale-up in 2024 to enhance its emergency response capabilities across various sectors, including Protection, Livelihoods, Shelter/NFIs, and Humanitarian Mine Action. DRC employs direct interventions, supports duty bearers and civil society organizations (CSOs), and partners with CSOs to adapt its durable solutions portfolio to the evolving context in Ukraine.

Job Overview:
The Supply Chain Team Leader (Fleet Team Leader) will be responsible for managing and overseeing the fleet and motorized assets at the DRC Sumy Area Office. This role involves ensuring compliance with the DRC Fleet Management Operations Handbook, Special Operating Procedures (SOPs), and normative guidelines as outlined in the Fleet Manual. The Fleet Team Leader will maintain close communication with drivers, area Fleet Focal Points, the Country Fleet Team Leader, and the Area Support Services Manager regarding fleet management matters. The position requires strong leadership skills, excellent organizational abilities, and a comprehensive understanding of fleet management principles. The Fleet Team Leader will oversee day-to-day fleet operations, including vehicle maintenance, fuel management, driver management, and fleet utilization, ensuring that all operations align with organizational guidelines and budgetary constraints.

Duties and Responsibilities:
The main duties and responsibilities of the Fleet Team Leader include overseeing and coordinating daily fleet operations, ensuring vehicle maintenance, managing fuel usage, and optimizing driver schedules. The role also involves enforcing compliance with safety standards, vehicle registration, and insurance requirements. The Fleet Team Leader will assist in recruiting quality drivers, monitor fleet performance, and implement corrective measures as needed. Additionally, the position requires booking transport requests for rental vehicles, preparing contracts, and ensuring adherence to DRC driving and safety regulations. The Fleet Team Leader will also manage generators, monitor fuel usage, and maintain accurate documentation related to fleet operations. Furthermore, the role includes developing and implementing a fleet management strategy, providing leadership to the fleet team, and engaging with internal and external stakeholders to facilitate smooth fleet operations.

Required Qualifications:
To qualify for this position, candidates must possess a university degree, preferably a bachelor's degree in logistics, supply chain management, business administration, or a related field. In-depth knowledge of fleet management principles, including vehicle maintenance, fuel management, and driver safety, is essential. Strong leadership and team management skills are required, along with a thorough understanding of local transport regulations and road safety standards. Proficiency in fleet management software and tools for monitoring and reporting is necessary, as well as excellent communication and interpersonal skills. Candidates must have a good command of MS Word, Excel, PowerPoint, and other online tools related to fleet management. Fluency in English and the local language, Ukrainian, is mandatory.

Educational Background:
Candidates must have a university degree in logistics, supply chain management, business administration, or a related field. This educational background is crucial for understanding the complexities of fleet management and ensuring compliance with organizational and local regulations.

Experience:
A minimum of 3 years of professional experience in fleet management is required, preferably within an international non-governmental organization (INGO) or a similar organization, ideally in emergency settings. This experience is vital for effectively managing fleet operations and ensuring compliance with safety and operational standards.

Languages:
Fluency in English is mandatory, along with proficiency in the local language, Ukrainian. These language skills are essential for effective communication with internal and external stakeholders and for ensuring compliance with local regulations.

Additional Notes:
The position offers a contract length of 3 months with a probation period and the possibility of extension. The designated duty station is Sumy, and the start date is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national staff.
