Job Overview: The National Professional Officer position at the WHO Country Office in Malawi is designed to support the achievement of national health and development agendas. The incumbent will play a crucial role in program management functions, which include strategic and operational planning, program budgeting, resource distribution, monitoring, evaluation, and reporting. The role also involves contributing to resource mobilization efforts while ensuring adherence to organizational guidelines and standards. The officer will work closely with various stakeholders to ensure effective collaboration and integration of health programs, ultimately aiming for improved health outcomes in the country. The position requires a proactive approach to problem-solving and the ability to adapt to changing circumstances in the health sector.
Duties and Responsibilities: The duties and responsibilities of the National Professional Officer include facilitating the development of the Country Cooperation Strategy (CCS) and other strategic plans in alignment with WHO's guiding principles. The officer will undertake regular planning reviews and operational planning with WHO teams, providing recommendations based on technical needs. Monitoring the Programme Budget (PB) implementation is a key responsibility, along with providing inputs and recommendations on financial, administrative, and human resource allocations. The officer will report on identified program management issues and risks, ensuring timely mitigation and resolution. Performance monitoring and assessment will be conducted to measure progress towards defined priorities, including coordinating various review and reporting processes. The officer will also contribute to resource mobilization efforts by supporting the development of proposals and donor agreements, ensuring quality and alignment with WHO policies. Additionally, the role involves coordinating evaluation activities, building stakeholder databases, and promoting accountability and transparency within the health sector.
Required Qualifications: Candidates must possess a university degree in business or public administration, economics, social sciences, public health, or a related field. Specialized training in planning, results-based management, and/or project management is desirable. In-depth knowledge of WHO's Planning, Budgeting, and Monitoring framework is also essential. Candidates should demonstrate sound theoretical and practical knowledge in results-based management within the health sector, along with strong technical, analytical, conceptual, and interpersonal skills. Familiarity with value-for-money principles and resource mobilization is beneficial, as is the ability to foster collaborations with various stakeholders.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as business, public administration, economics, social sciences, or public health. Specialized training in planning and project management is considered an asset, as it enhances the candidate's ability to perform effectively in the role.
Experience: Candidates should have at least 2 years of relevant experience at the national level in program management and financing within a public health context. Prior experience with WHO or similar UN agencies in planning, budgeting, monitoring, and assessment is highly desirable and will be considered an asset for applicants.
Languages: Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an advantage, although not mandatory.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Malawi will be accepted. The remuneration for this position starts at an annual base salary of USD 30,644, subject to mandatory deductions for pension contributions and health insurance.
