Job Overview: The Shelter Officer position is crucial for the implementation, monitoring, and reporting of Shelter activities in Shahat and its surrounding areas. The role involves overseeing construction and rehabilitation works, engaging in community mobilization, and ensuring that all activities meet the technical quality and compliance standards set by NRC. The Officer will work closely with various stakeholders to ensure that projects are effectively implemented through direct modalities, targeting the most vulnerable beneficiaries based on assessed needs. The position requires a proactive approach to promote technical and programmatic improvements while ensuring adherence to NRC policies and guidelines. The Shelter Officer will also integrate Safe and Inclusive Programming (SIP) principles into all Shelter activities, ensuring safety, dignity, and inclusion in construction and rehabilitation works.
Duties and Responsibilities: The Shelter Officer will be responsible for a wide range of duties, including:
Implementation & Supervision: Facilitate and supervise the construction and rehabilitation of water and sanitation facilities, shelters, and community infrastructure. Monitor the quality of work conducted by contractors and laborers, providing feedback on materials, progress, and workmanship to the line manager.
Community Engagement: Facilitate community mobilization, awareness sessions, and behavior change interventions. Support the distribution of shelter or energy-related kits, ensuring accountability and transparency while engaging beneficiaries in the maintenance and sustainability of completed facilities.
Assessments & Technical Design: Participate in needs assessments, beneficiary identification, and technical design processes, including Bill of Quantities (BoQs), drawings, and Statements of Work (SoWs). Provide technical inputs for Shelter and energy access interventions.
Capacity Building & Sustainability: Conduct on-site training for masons, skilled and unskilled workers, and local populations on safe construction and maintenance practices. Promote sustainability through community-based management and technical support.
Monitoring & Reporting: Collect and share weekly field data, including photos, distribution lists, success stories, and meeting minutes. Support project monitoring, ensuring accurate reporting on progress, challenges, and lessons learned. Ensure data accuracy and proper documentation for all activities in coordination with the Monitoring & Evaluation (M&E) and Information Management Officer (IMO) teams.
Protection and Inclusion: Ensure that all project activities uphold the safety, dignity, and inclusion of beneficiaries. Support the implementation of Safe and Inclusive Programming and Protection Mainstreaming across all activities. Facilitate accountability mechanisms and share community feedback with relevant teams.
Coordination & Collaboration: Maintain close coordination with the Shelter team, Housing, Land, and Property (HLP) staff, and Support functions. Share field observations and beneficiary feedback to improve project design and implementation.
Required Qualifications: Candidates must possess a minimum of 1 year of experience working in a humanitarian or recovery context, along with at least 1 year of technical experience in shelter construction fields. A Bachelor's degree or higher in civil engineering, structural engineering, water engineering, architecture, or a related field is required. Additionally, candidates should have experience working in complex and volatile contexts, with technical expertise in Shelter and Emergency Response. A good understanding of common water, sanitation, and hygiene promotion approaches is essential, as well as documented results related to the position's responsibilities. Proficiency in computer skills, including MS Office and knowledge of AutoCAD and structural analysis and design software, is also required.
Educational Background: The educational background required for this position includes a Bachelor's degree or higher in civil engineering, structural engineering, water engineering, architecture, or any relevant field. This educational foundation is critical for understanding the technical aspects of shelter construction and rehabilitation, as well as for engaging effectively with stakeholders and beneficiaries.
Experience: The position requires candidates to have a minimum of 1 year of experience in a humanitarian or recovery context, as well as at least 1 year of technical experience in shelter construction. Experience in supervising construction and rehabilitation activities is essential, along with the ability to communicate effectively with stakeholders and communities. Familiarity with the context in Libya and experience with direct-led programming will be advantageous.
Languages: Fluency in Arabic, both written and verbal, is mandatory for this position. A good level of English, both written and verbal, is also required to facilitate communication with international stakeholders and to ensure accurate reporting and documentation.
