Job Overview: The National Youth Engagement Consultant will play a crucial role in amplifying the voices of adolescents and young people in Myanmar. This position is designed to invigorate and expand UNICEF's youth engagement efforts, particularly through platforms like U-Report Myanmar. The consultant will be responsible for designing and implementing innovative strategies that mobilize young volunteers, enhance their participation in UNICEF's programs, and increase the visibility of youth-led initiatives. The role requires a deep understanding of the challenges faced by young people in Myanmar, especially in light of recent socio-political crises and the impacts of COVID-1
The consultant will also be tasked with optimizing the U-Report messaging system and exploring new engagement tools that resonate with today's youth, ensuring that UNICEF's initiatives remain inclusive and impactful.
Duties and Responsibilities:
Youth Mobilization and Capacity Building: Organize recruitment events, implement a capacity-building plan for U-Report Myanmar’s Youth Taskforce, and document monthly meetings. Recruit new volunteers and identify youth focal points for leadership roles.
Mental Health Helpline Operations: Mobilize youth volunteers as call agents, coordinate with Child Protection Programme, and establish operational procedures.
Chatbot Development: Review and adapt global chatbots for local use, develop a PSEA chatbot, and monitor performance.
Partnership Building: Identify and maintain partnerships for youth engagement, collaborating with UNICEF and other UN agencies to strengthen participation.
Required Qualifications: Candidates must possess a Bachelor’s degree in Social Sciences, Humanities, Natural Sciences, or a relevant field. They should have at least three years of experience in designing and implementing programs that engage young people. Strong expertise in messaging software like RapidPro, community mobilization, and facilitation of workshops is essential. Knowledge of U-Report, youth policy, and networks is required. Fluency in Myanmar is mandatory, and knowledge of English is also necessary. Experience in creating chatbots and familiarity with communication tactics for digital platforms is crucial.
Educational Background: A Bachelor’s degree in relevant fields such as Social Sciences, Humanities, Natural Sciences, or Applied Sciences is required for this position. This educational background will provide the necessary foundation for understanding the complexities of youth engagement and program implementation.
Experience: The position requires a minimum of three years of relevant experience in designing, implementing, or supporting initiatives that empower young people. Candidates should have a proven track record of working with diverse youth populations and engaging them in meaningful ways.
Languages: Fluency in Myanmar is required, both oral and written. Knowledge of English is also necessary, as it will facilitate communication with international partners and stakeholders. Additional languages may be beneficial but are not mandatory.
Additional Notes: The contract duration is from January to December 2026, and the duty station is Yangon, with remote/home-based work and travel to program areas.
