Job Overview:
The Director for Enterprise (Application) position is a key leadership role within the Digital for Institution Division of ADB's Information Technology Department. This role is pivotal in developing and executing the software development strategy that aligns with ADB's Strategy 2030 and enterprise resource planning priorities. The successful candidate will be responsible for overseeing the software deployment process, ensuring that ADB's software/application architecture remains current with technological trends, data protection, and cybersecurity. The Director will lead a product management team, manage the entire product portfolio, and drive the adoption of modern software development methodologies such as Agile and DevOps. This position requires a strategic thinker who can integrate usability studies and market analysis into product requirements, ensuring that the products developed meet user satisfaction and corporate priorities. The Director will also be expected to explore new technologies and identify innovation opportunities that align with ADB's goals.

Duties and Responsibilities:
The Director for Enterprise (Application) will have a comprehensive set of responsibilities, including but not limited to: developing and executing the software development strategy; monitoring external technological trends; overseeing software deployment and translating requirements into actionable development programs; evaluating changes in software development methodologies; managing the evolution of technology platforms; supporting governance standardization; leading the development of solutions and products in collaboration with product leads; planning and managing the product portfolio; defining and aligning the vision, strategy, and product roadmap; presenting innovations and strategic proposals; leading teams through brainstorming and technical development; driving product development for operations and knowledge management; developing a diverse and inclusive team; establishing a shared vision across the division; integrating usability studies and market analysis into product requirements; defining metrics for product success; maximizing efficiency in a fluid environment; managing multiple products; and identifying opportunities for new projects.

Required Qualifications:
Candidates for the Director for Enterprise (Application) position must possess a Master's Degree or equivalent in Management Information Systems, Computer Science, Business Administration, Accounting, or related fields. Alternatively, a University degree combined with at least 10 years of specialized experience relevant to the position may be considered. The ideal candidate should have a minimum of 15 years of work experience implementing large-scale IT initiatives, with at least 10 years in team leadership roles on significant systems development projects. Additionally, candidates should have over 10 years of experience in Product Management or Product Design, along with international experience working in multiple countries. Familiarity with software development lifecycles, Agile methodologies, DevOps, CI/CD, and testing/quality assurance processes is essential. A broad knowledge of current technologies and strategic applications to business needs is also required.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as Management Information Systems, Computer Science, Business Administration, or Accounting. Candidates with a University degree and substantial specialized experience may also be considered. This educational foundation is crucial for understanding the complexities of IT initiatives and product management within the context of ADB's mission and operational needs.

Experience:
The position requires extensive experience, specifically at least 15 years in implementing large-scale IT initiatives. Candidates should have a proven track record of leadership in team settings, particularly in managing significant systems development projects. A minimum of 10 years of experience in Product Management or Product Design is also necessary, along with international experience that demonstrates adaptability and understanding of diverse operational environments.

Languages:
Proficiency in English is mandatory for this position, with excellent written and verbal communication skills required. Candidates must be able to present materials in an organized and logical manner. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly in enhancing collaboration with diverse stakeholders.

Additional Notes:
This appointment is a fixed-term managerial position, initially for a period of 3 years or until the Staff's Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional fixed term of up to 3 years based on various factors, including the relevance of the staff's skills to ADB's plans and the staff's competencies.
