Job Overview:
The Senior Integrity Officer position is a critical role within the Investigations Division of the Office of Anticorruption and Integrity at ADB. This position involves conducting thorough and independent investigations into allegations of integrity violations and staff misconduct. The officer will assess the credibility and materiality of reports, recommend investigative actions, and ensure compliance with ADB's policies and frameworks. The role requires a strong analytical mindset to evaluate evidence, prepare detailed investigative reports, and provide recommendations for remedial actions. Additionally, the Senior Integrity Officer will contribute to policy development, knowledge management, and capacity-building initiatives aimed at enhancing integrity awareness within ADB and among its partners. This position not only demands technical expertise in investigations but also the ability to communicate effectively with various stakeholders and mentor junior staff members.

Duties and Responsibilities:
The Senior Integrity Officer will be responsible for a wide range of duties, including:
  • Assessing reports of alleged integrity violations to determine their credibility, materiality, and verifiability, and planning investigations into fraud, corruption, and staff misconduct.
  • Gathering and analyzing evidence from various sources, including internal systems and external stakeholders, and conducting interviews to establish a factual record.
  • Preparing comprehensive investigation reports that detail findings and present recommendations to ADB's oversight committees for decisions on sanctions or remedial actions.
  • Monitoring the enforcement of outcomes and following up on the implementation of sanctions and remedial measures.
  • Conducting integrity due diligence assessments on projects and partners to provide insights that help prevent fraud and corruption.
  • Developing and refining integrity policies and procedures to support ADB's anti-corruption goals.
  • Delivering training and capacity-building programs for ADB staff and member country counterparts to strengthen integrity awareness.
  • Producing knowledge materials to communicate OAI's work and promote a culture of integrity.
  • Acting as a focal point for specific OAI client departments and ensuring effective collaboration with stakeholders. 1
  • Contributing to important office outputs and mentoring junior staff to uphold integrity standards.

Required Qualifications:
Candidates for the Senior Integrity Officer position must possess a Bachelor's degree in law, corporate governance, human resources, criminal justice, law enforcement, behavioral psychology, or related fields. A Master's degree or equivalent is preferred. Professional qualifications such as a Juris Doctor, Certified Public Accountant (CPA), or Certified Fraud Examiner (CFE) are advantageous. Candidates should have at least 8 years of relevant experience focused on investigations involving fraud, corruption, and white-collar violations, with a minimum of 4 years in a supervisory role. A working knowledge of multilateral development organizations and their anticorruption requirements is beneficial, as is experience in handling confidential matters and conducting administrative investigations. Strong written and verbal communication skills in English are essential, along with proficiency in another language spoken in ADB's developing member countries being a plus. Candidates should also demonstrate proficiency in standard computer software and investigative tools, as well as the ability to manage tasks independently and collaboratively.

Educational Background:
The educational background required for the Senior Integrity Officer position includes a Bachelor's degree in relevant fields such as law, corporate governance, human resources, criminal justice, law enforcement, or behavioral psychology. A Master's degree or equivalent is preferred, and additional professional qualifications such as a Juris Doctor, CPA, or CFE are considered advantageous. Experience:
The position requires candidates to have at least 8 years of relevant experience, specifically in investigations related to fraud, corruption, and other white-collar violations. Additionally, candidates should have a minimum of 4 years of supervisory experience, demonstrating their ability to lead and manage teams effectively. Experience in working with multilateral development organizations and understanding their anticorruption frameworks is an added advantage. Candidates should also have a proven track record of collaborating across cultures and managing multiple priorities within tight deadlines.

Languages:
Proficiency in English is mandatory for this position, as candidates must be able to present complex issues and produce detailed reports and briefs. Fluency in another language spoken in one or more of ADB's developing member countries is considered a valuable asset, enhancing the candidate's ability to communicate effectively with diverse stakeholders.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on ADB's needs and the candidate's performance. The role is full-time and based at ADB's headquarters in Manila, Philippines.
