Job Overview: The Director position is a key leadership role within the Results Management and Aid Effectiveness Division (SPRA) of the Strategy, Policy, and Partnerships Department (SPD) at ADB. The successful candidate will be responsible for providing strategic direction on ADB's corporate results management, which is crucial for promoting the development impact of ADB's operations. This role requires a visionary leader who can work collaboratively with various divisions and departments to develop transformative ideas and translate them into actionable plans that enhance ADB's development effectiveness. The Director will lead the development and operationalization of results-based systems, ensuring alignment with corporate priorities and facilitating high-level initiatives across the bank. The position demands a proactive approach to monitoring ADB's performance and implementing innovative strategies to achieve corporate goals. The Director will also be responsible for overseeing the daily operations of the division, managing staff performance, and fostering a culture of continuous learning and development within the team.
Duties and Responsibilities: The Director will undertake a variety of responsibilities, including but not limited to: developing and implementing ADB's results-based policies and business processes to support effective monitoring and reporting of ADB's performance; initiating innovative approaches to monitor ADB's performance in achieving corporate goals; advising on institutional performance trends and identifying opportunities for improvement; co-leading ADB's development impact agenda in collaboration with other divisions; leading the development of transformative impact indicators and measurement approaches; coordinating the preparation of Management responses on Independent Evaluation Department (IED) evaluations; collaborating with multilateral development banks and bilateral agencies to harmonize results frameworks; representing SPD management in working groups; overseeing the division's work program and ensuring compliance with administrative guidelines; creating and leading diverse teams; managing team performance through clear direction and regular feedback; and mentoring team members to support their ongoing professional development.
Required Qualifications: Candidates for the Director position must possess a Master's degree in Economics, Public or Business Administration, Management, or a related field. Alternatively, a university degree combined with at least 10 years of specialized experience relevant to the position may be considered. Additionally, candidates should have a minimum of 15 years of combined relevant professional experience in strategy and policy development, results management, and development effectiveness. Experience in designing and implementing corporate results frameworks and performance monitoring systems is essential. A strong understanding of multilateral development institutions, development finance, and results-based management principles is required. International development experience across multiple countries is highly desirable, along with diverse skills that enable effective partnership with staff and management. Candidates should also have broad exposure to operational policies and experience as a project team leader.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Economics, Public or Business Administration, Management, or similar disciplines. Additional Notes: This appointment is open to both internal and external applicants and is classified as a fixed-term managerial position. The initial contract duration is for a period of 3 years or until the staff member's Normal Retirement Date (NRD), whichever comes first. After the initial term, ADB may choose to renew the appointment for an additional fixed term of up to 3 years or allow it to expire, based on various factors including ADB's organizational needs and the staff member's competencies. It is important to note that this appointment is not convertible to a regular appointment.
