Job Overview: The Senior Governance Specialist plays a crucial role within the Fund for responding to Loss and Damage (FRLD) Secretariat, which is hosted by the World Bank. This position is pivotal in advising the Secretariat on governance, compliance, and risk management functions. The Specialist will ensure that operational instruments align with the Governing Instrument, thereby supporting the effective functioning of the Fund. The role involves close collaboration with various Program Managers and the wider team to translate institutional requirements into actionable guidance, thereby enhancing governance structures that mitigate risks. The Specialist will also be responsible for coordinating cross-unit efforts and providing strategic advice to the Fund’s Senior Management Team on governance and board affairs matters, contributing to the overall policy agenda of the Secretariat and the board.
Duties and Responsibilities: The key responsibilities of the Senior Governance Specialist include coordinating cross-unit efforts and providing strategic advice to the Fund’s Senior Management Team on governance and board affairs. The Specialist will contribute to the coordination and delivery of the Secretariat and board’s policy agenda, support consultations, and technical briefings with experts. Additionally, the role involves organizing and supporting board committees, offering guidance on risk mitigation efforts across FRLD operations, and preparing Board and committee documents. The Specialist will liaise with relevant World Bank units to ensure policy alignment and adherence to legal requirements, monitor evolving international and national laws that may impact programming, and oversee compliance with the Governing Instrument. Furthermore, the Specialist will develop policies and frameworks to strengthen institutional compliance, advise on dispute resolution, and undertake ad hoc assignments as needed.
Required Qualifications: Candidates must possess an advanced degree (LL.M., J.D., or equivalent) in law, public policy, international relations, environmental studies, or a related field, ideally with a focus on international law, climate policy, or sustainable development. A minimum of 8 years of relevant professional experience is required, preferably in international law, including experience with multilateral institutions or UNFCCC financial mechanisms. The ideal candidate will have a proven track record in drafting, negotiating, and reviewing complex legal agreements related to loss and damage in an international context, as well as experience supporting boards of directors and drafting policies for national governments or international financial institutions. Experience in coordinating work programs between institutions and working within international financial institutions is highly desirable.
Educational Background: The educational background required for this position includes an advanced degree such as a Master of Laws (LL.M.), Juris Doctor (J.D.), or an equivalent qualification in a relevant field. Candidates should ideally have a specialization in international law, climate policy, or sustainable development, which will provide the necessary foundation for understanding the complexities of governance and compliance in the context of international financial mechanisms.
Experience: The position requires at least 8 years of relevant professional experience, particularly in international law and governance. Candidates should have experience working with multilateral institutions or UNFCCC financial mechanisms, as well as a proven ability to draft and negotiate complex legal agreements. Experience in supporting boards of directors, including organizing meetings and drafting minutes, is essential. Familiarity with the operations of international financial institutions and experience in climate finance or environmental funds will be advantageous.
Languages: Proficiency in English is mandatory, while knowledge of additional languages such as French, Spanish, Chinese, or Arabic is preferred. Candidates who can communicate effectively in one or more UN languages beyond English will have an added advantage, as this will facilitate collaboration with diverse stakeholders and enhance the Specialist's ability to operate in an international context.
