In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Consultant for Women in Leadership will provide technical assistance to strengthen the leadership and governance dimensions of the National Policy on Women’s Economic Empowerment (NPWEE) implementation. The role focuses on enhancing women’s participation in decision-making processes at national and county levels, supporting policy advocacy, institutional coordination, and capacity building for state and non-state actors. The Consultant will facilitate partnerships with key stakeholders, including government agencies, the private sector, academia, and civil society, to advance transformative leadership pathways for women and promote accountability mechanisms that sustain women’s influence in governance and economic decision-making. The position requires collaboration with the Deputy Country Representative and the Women’s Economic Empowerment Team Lead, contributing to the design and implementation of initiatives that strengthen women’s participation and leadership in governance and economic decision-making processes.

Duties and Responsibilities:
  • Programme Implementation, Monitoring, and Reporting: Re-align and update the NPWEE project costed workplan, support monitoring and reporting on NPWEE implementation, document outcomes from dialogues and trainings, and manage initiatives promoting women's political participation.
  • Capacity Building and Technical Support: Sensitize County Gender Sector Working Groups, train women leaders in the private sector, support dialogues on mentorship and participation, and coordinate capacity development strategies.
  • Policy Advocacy and Strategic Influence: Conduct high-level dialogues with government officials, hold meetings to rally support for the WEE Policy, and coordinate advocacy efforts to mainstream NPWEE into local development processes.
  • Research, Knowledge Management, and Communication: Develop a multiyear programme strategy, map women in leadership positions, conduct media engagements, and document lessons learned.
  • Resource Mobilization and Partnership Development: Identify partners for NPWEE-WIL implementation, develop investment briefs, and engage in resource mobilization activities.

Required Qualifications:
The position requires a Master’s degree or equivalent in Gender Studies, Public Policy, Political Science, Development Studies, Economics, or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates should have at least 5 years of progressively responsible experience in women’s leadership, gender equality, governance, or women’s economic empowerment, with proven experience in policy analysis, advocacy, and institutional capacity development. Experience in designing and implementing programmes that advance women’s participation in governance is essential, along with a demonstrated track record in facilitating multi-stakeholder coordination and partnerships.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Gender Studies, Public Policy, Political Science, Development Studies, or Economics. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
At least 5 years of progressively responsible experience in areas related to women’s leadership, gender equality, governance, or women’s economic empowerment is required. Candidates should have experience in designing and implementing programmes that advance women’s participation in governance or decision-making at national and county levels, along with a proven track record in policy analysis, advocacy, and institutional capacity development.

Languages:
Fluency in English is required, and working knowledge of Kiswahili is considered an asset.

The Consultant will be based in the UN Women Nairobi Office on a part-time basis with flexible arrangements for outreach programmes.
