Job Overview: The National Consultant for Housing Profile Development will play a pivotal role in supporting the development of a localized housing profile for a pilot city in Uzbekistan. This position focuses on marginalized populations and migrants, ensuring that the housing profile aligns with local needs and national priorities. The consultant will engage in data collection, policy analysis, and stakeholder consultations, contributing to the integration of housing priorities into national planning frameworks. The role also involves capacity-building activities and enhancing the visibility of the project through communication and advocacy efforts. The consultant will work under the supervision of the Chief of the Land, Housing and Shelter Section and collaborate with various experts to ensure the successful implementation of the project.
Duties and Responsibilities: The consultant's responsibilities include contributing to the development of localized housing profiles, conducting data collection and analysis, engaging with stakeholders, and ensuring that the housing profile meets local and national needs. The consultant will support the integration of housing priorities into national planning frameworks and contribute to capacity-building initiatives. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of two years of relevant professional experience in housing policy, urban development, or research at the local level is required. Candidates should demonstrate the ability to lead research independently and produce high-quality written reports. A strong understanding of housing delivery systems, informality, land management, urban/territorial planning, and local governance is desirable, along with experience working with municipal authorities and local stakeholders.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as urban planning, public administration, economics, urban management, housing policy, architecture, sociology, or other areas related to sustainable urban development. Candidates with a first-level university degree and additional qualifying experience may also be considered.
Experience: The position requires a minimum of two years of relevant professional experience in housing policy, urban development, or research at the local level. Candidates should have a proven ability to lead research independently and produce high-quality written reports.
