Job Overview: The National UN Volunteer Specialist will play a crucial role in supporting the Education Section of UNICEF Ghana, focusing on skills development and strengthening the Technical and Vocational Education and Training (TVET) sector. This position involves project management, evidence generation, partnership coordination, and advocacy to ensure that TVET systems are safe, equitable, financially sound, and responsive to labor market needs. The specialist will assist in conducting regional skills assessments, supporting the development of budget briefs, promoting safe and gender-responsive TVET initiatives, and managing partnerships with national TVET stakeholders. The role is essential for closing the gap between youth and the labor market by equipping young people with the necessary skills and opportunities to thrive in a rapidly changing economic landscape.
Duties and Responsibilities:
Support to Regional Skills Assessment: Assist in planning, project management, and monitoring of skills assessments in designated regions, coordinate with research partners, organize stakeholder workshops, and maintain detailed project plans.
Support to TVET Budget Brief: Provide logistical support to budget brief consultants, review drafts, and assist in preparing final documents for advocacy.
Promotion of Safe and Gender-Responsive TVET: Contribute to the promotion of UNICEF’s Safe TVET package and gender analysis of TVET programs.
Coordination and Partnership Management Support: Liaise with national TVET partners, support the Education Specialist in convening meetings, and facilitate internal coordination within UNICEF.
Knowledge Management and Reporting: Document best practices, support donor report drafting, and maintain an up-to-date repository of key documents and resources.
Required Qualifications: The ideal candidate should possess strong project management skills, excellent communication abilities, and a deep understanding of the TVET landscape in Ghana. They should be adept at stakeholder engagement and have experience in advocacy and policy dialogue. Familiarity with gender-responsive programming and knowledge of the local context will be beneficial. The candidate should demonstrate a commitment to UNICEF's mission and values, including care, respect, integrity, and accountability.
Educational Background: A bachelor's degree in education, social sciences, or a related field is required. A master's degree in a relevant discipline would be an advantage. The candidate should have a solid understanding of educational policies, particularly in the context of TVET and youth development.
Experience: Candidates should have at least 2-3 years of relevant experience in project management, education, or youth development, preferably within an international organization or NGO. Experience working with government agencies and understanding the TVET system in Ghana is highly desirable.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages would be an asset, as it can facilitate communication with various stakeholders and communities.
Additional Notes: This position is a full-time role based in Accra, Ghana. The contract duration is typically for a year, with the possibility of extension based on performance and funding availability. The role requires a commitment to working in a dynamic environment, and candidates should be prepared for cultural sensitivity and adaptability.
