Job Overview:
The Monitoring, Evaluation and Information Management Officer will play a crucial role in the RSRTF Kong Koc 2 Area Based Programme, which is part of WFP's broader efforts to enhance peace, governance, and resilience in conflict-affected areas. This position involves overseeing the monitoring, evaluation, and learning (MEL) plan for the program, ensuring that it aligns with the goals of reducing violence and improving community stability. The officer will be responsible for coordinating with various stakeholders, including UN agencies and NGOs, to collect and analyze data, report on program outcomes, and contribute to the overall success of the initiative. The role requires a strong focus on data management, analytical writing, and collaboration with multiple partners to ensure that the program's objectives are met effectively and efficiently. The officer will also be involved in drafting reports, success stories, and communication materials to highlight the program's impact and engage with the community and stakeholders.

Duties and Responsibilities:
The Monitoring, Evaluation and Information Management Officer will have a range of responsibilities, including but not limited to: chairing the Kong Koc M&E Technical Working Group meetings; managing the Kong Koc monitoring, evaluation, and learning (MEL) plan in collaboration with consortium member M&E focal persons; ensuring the RSRTF Kong Koc results framework is accurately capturing targets and progress; overseeing the collection and reporting of output data by consortium partners; coordinating with the WFP MEAL Unit for monitoring activities; supporting the implementation of baseline, mid-term, and endline assessments; drafting success stories and quarterly reports; and collaborating with the WFP Communication team to produce visibility materials and organize publicity events. The officer will also be responsible for identifying issues and challenges in the implementation of the Kong Koc program and ensuring that they are addressed by the respective partners.

Required Qualifications:
Candidates must possess at least 2 years of relevant professional work experience with an advanced university degree (master’s degree or higher) in fields such as Economics, Statistics, International Development, Agriculture, Environmental Science, or Social Science. Alternatively, candidates with a first university degree (bachelor's) must have at least 4 years of relevant work experience. The role requires strong analytical skills, experience in monitoring and evaluation systems development, and program performance management. Proficiency in data management and analysis, as well as strong report writing skills, are essential. Familiarity with statistical analysis software such as SPSS or Tableau is considered a strong asset. Candidates should also demonstrate behavioral competencies such as attention to detail, client orientation, creativity, and teamwork.

Educational Background:
The educational background required for this position includes a master's degree or higher in relevant fields such as Economics, Statistics, International Development, Agriculture, Environmental Science, or Social Science. A bachelor's degree in these areas is acceptable if accompanied by additional relevant work experience. The educational qualifications should provide a solid foundation in analytical thinking, data analysis, and program evaluation methodologies, which are critical for the successful execution of the responsibilities associated with this role.

Experience:
The position requires a minimum of 2 years of relevant professional work experience for candidates with a master's degree, or at least 4 years for those with a bachelor's degree. Experience should include work in monitoring and evaluation, program performance management, and data analysis within humanitarian or development contexts, particularly in fragile or conflict-affected environments. Candidates should have a proven track record of managing evaluations and assessments, developing performance monitoring plans, and working collaboratively with diverse teams and stakeholders.

Languages:
A working knowledge of English, both written and oral, is mandatory for this position, with proficiency at level C being preferred. Additional language skills may be advantageous but are not explicitly required for this role.
