Job Overview:
The National Consultant on Social Inclusion will play a crucial role in supporting the Central Electoral Commission (CEC) of Armenia in integrating social inclusion and disability accessibility into its frameworks, policies, and operations. This position is part of the ARTEMIS project, which aims to advance reforms for transparent and inclusive management of electoral systems in Armenia. The consultant will be responsible for developing and operationalizing the CEC’s Gender Equality and Social Inclusion (GESI) Policy Framework, ensuring that inclusion priorities are embedded in the CEC Development Strategy and Roadmap for 2024–202
  • The consultant will also align the CEC's practices with international standards on accessibility and human rights, particularly the UN Convention on the Rights of Persons with Disabilities (CRPD). The role requires a focus on institutional capacity-building, enhancing accessibility, and participatory policy development, with the ultimate goal of promoting social inclusion and ensuring the full participation of persons with disabilities and marginalized groups in the electoral process.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Designing inclusive electoral policies and operational guidelines that incorporate barrier audits and polling station accessibility assessments.
  • Conducting assessments on the use of assistive technologies to enhance accessibility for persons with disabilities.
  • Delivering training sessions for electoral officials, civil society organizations (CSOs), and other stakeholders on topics related to social inclusion, disability rights, and reasonable accommodation, utilizing the BRIDGE methodology and participatory tools.
  • Strengthening the mechanisms of the CEC to enhance accessibility and inclusion, thereby promoting transparent and equitable electoral governance in Armenia.
  • Developing actionable recommendations for integrating measurable goals related to social inclusion into the CEC’s Development Strategy for 2024–2028, ensuring alignment with the CRPD and international standards.
  • Building the institutional and individual capacities of CEC officials and electoral stakeholders on issues of disability inclusion, accessibility, anti-discrimination, and social inclusion.

Required Qualifications:
Candidates must possess a strong understanding of social inclusion and disability rights, particularly in the context of electoral processes. They should have experience in developing policies and frameworks that promote accessibility and inclusion. Additionally, candidates should demonstrate the ability to conduct training and capacity-building initiatives effectively. Strong analytical and communication skills are essential, along with the ability to work collaboratively with diverse stakeholders, including government officials, civil society organizations, and marginalized communities.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, public policy, human rights, or a related field. Advanced degrees or specialized training in disability rights, social inclusion, or electoral management would be advantageous. Candidates should also have a solid understanding of international human rights standards, particularly those related to disability and social inclusion.

Experience:
Candidates should have a minimum of 5 years of professional experience in social inclusion, disability rights, or related fields. Experience working with electoral management bodies or in the context of electoral processes is highly desirable. Proven track record in policy development, capacity building, and training delivery is essential. Familiarity with the UN system and international standards on disability rights will be considered an asset.

Languages:
Fluency in Armenian is mandatory, as the position requires close collaboration with local stakeholders. Proficiency in English is also required, as it is necessary for understanding international standards and guidelines. Knowledge of additional languages may be considered an advantage, particularly if they are relevant to the local context or the communities served.

Additional Notes:
This position is classified as a National Consultant role, which is open only to Armenian nationals. The contract type is an Individual Contract (IC), with an estimated duration from December 15, 2025, to September 30, 2026, requiring approximately 65 consultancy days. The duty station is primarily home-based, with occasional visits to the office in Yerevan.
